Description
It is the Government's intent to acquire a new service contract on a sole-source basis to L-3 Communications Corporation, Communication Systems West, 640 North 2200 West, Salt Lake City, UT 84116-2925, for the sustainment of Interim Contractor Support (ICS) for the Baseline OH-58D Kiowa Warrior (KW) Helicopter Level 2 Manned/Unmanned (L2MUM) capability for up to 165 systems. The total value of this proposed acquisition is estimated at $12,193,456.00. The required period of performance is 36 months (3 years). Under the authority of Federal Acquisition Regulation (FAR) 6.302-1, entitled quote mark Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, quote mark this contract shall be awarded on an other than full and open competitive basis to L-3 Communications Corporation. At the present time, L-3 Communications Corporation is the only contractor that is capable of satisfying all the necessary ICS technical and logistics support requirements to execute a program that will ensure the continuality of OH-58D KW L2MUM system readiness, availability, and fielding. The L2MUM system support cannot be procured competitively because the Government does not own the data rights to the L-3 Communications Corporation proprietary hardware, and it is necessary to maintain a common configuration across the OH-58D fleet. All responsible sources may submit a capability statement which shall be considered by the agency. All requests must be in writing.
