- Mission Installation Contracting Command (MICC) - Ft. Knox, is conducting market research for the following requirement: Laundry, dry cleaning, alteration, and repair services for the 4th BDE Reserve Officer Training Corp (ROTC), Army Junior ROTC (JROTC) during the base period of 1 August 2014 through 31 July 2015 with (4) one year option periods. Services will be for 26 schools located in North Carolina. (See quote mark Attachment 1 quote mark ). Services include, but are not limited to: 1. DESCRIPTION OF WORK: 1.1SCOPE OF WORK:The contractor shall furnish all labor, material, supplies, equipment, facilities, transportation and supervision to perform laundry, dry cleaning, alterations, and repair services for JROTC cadet uniforms, including pickup and delivery for each High School JROTC Program listed on the enclosed list, titled School Name. Pickup and delivery will be at the school address as specified on the enclosed list. 1.2HOURS OF OPERATION: The contractor shall pickup and deliver items to be laundered, dry cleaned, altered, and /or repaired in accordance with section 5. Hours of operation shall be between 8:00 AM to 3:00 PM, Eastern Standard Time, Monday through Friday, exclusive of legal public holidays, as ordered by the contracting officer or his/her authorized representative. Location(s) of performance: See attachment 1. 1.3PROJECT MANAGER: The contractor shall designate in writing, a qualified, experienced project manager (PM) who is familiar with all aspects of a laundry, dry cleaning, and alteration and clothing repairs service. The PM shall be telephonically available to the government during normal hours of operations exclusive of federal holiday. When the PM is not available, the contractor shall designate an individual to act for the PM. The contractor shall submit names, addresses and telephone numbers of the PM and his/her alternate in writing to the contracting officer within ten calendar days after contract award or prior to any changes. 1.4 CONTRACTING OFFICER'S REPRESENTATIVE (COR): The contracting officer will appoint an individual within USACC to serve as the contracting officer's representative (COR) during the performance period of this contract. The COR will assist the contracting officer in the technical monitoring of the contract and will monitor the day-to-day administration of the contract. The COR cannot make any commitments or changes to the contract that affect price, quality, quantity, delivery or other terms and conditions of the contract. 1.5QUALITY CONTROL PROGRAM: The contractor shall develop a quality control program to ensure the requirements of the contract are provided as specified. The contractor shall submit to the contracting officer and COR for approval, one copy each, of the basic quality control program within five calendar days after contract award or prior to any changes. The program shall include, but not be limited to, the following: 1.5.1 An inspection system covering the service required by the performance work statement (PWS). The contractor shall specify areas to be inspected on both a scheduled or unscheduled basis and the individuals who shall do the inspection. 1.5.2 A method of identifying deficiencies in the quality of service performed before the level of performance is unacceptable. 1.5.3A file of all inspections conducted by the contractor and any corrective action taken. The contractor shall make this documentation available to the government during the term of the contract. 1.6QUALITY ASSURANCE: The government will monitor the contractor's performance under this contract in accordance to the performance work statement and as outlined in FAR clause 52.246-4, Inspection of Services-Fixed Price. Typical procedures include random sampling, planned sampling, scheduled inspections, observations, and validated customer complaints. 1.7SAFETY: The contractor shall comply with the requirements of the occupational Safety and Health Administration Standards (OSHA 2206). 1.8SECURTIY: The contractor shall store, secure, and protect all articles of clothing while in the possession of the contractor. 1.9CONTRACTOR MANPOWER (CMR) The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the United States Army Cadet Command via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil/, and then click on quote mark Department of the Army CMRA quote mark or the icon of the DoD organization that is receiving or benefitting from the contracted services. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2014. SECTION 2 DEFINITIONS 2.1Alteration: The Hemming of male trousers, female slacks, and skirts; male and female coat sleeves and sewing of AJROTC Shoulders Insignia patch, etc., as outlined in paragraph 5.1 2.2Clean: Finished articles are free from dirt, stain, soil, lint, objectionable odors, or impurities. Spots and stains are removed without damaging the fabric. 2.3Contracting Officer: A person duly appointed with the authority to enter into and administer contracts on behalf the government. The term also includes the authorized representative of the Contracting Officer acting within the limts of his written authority 2.4 Dry cleaning: cleaning of clothing or fabrics by immersion in dry cleaning chemical solvents rather than water and use of mechanical actions. Dry cleaning may include pre spotting and use of sops and synthetic detergents as required to remove soil and stains 2.5Laundering: The process by which soiled fabric items are cleaned and treated. The term includes cleaning by mechanical action and by hand in water solutions and detergents and other additives. For thepurpose of this contract, the term includes water repellent treating, bleaching, bluing, chemical rinsing (sour), starching, ironing, and pressing operations appropriate to the type of fabric and nature of soil. 2.6Legal Public Holidays: The following days have been established as legal public holidays pursuant to 5 U.S.C. Section 6103(a): New Years Day1 JanuaryMartin Luther King Jr.'s Birthday3rd Monday in JanuaryPresident's DayLast Monday in MayMemorial Day1st Monday in September Independence Day4 JulyLabor Day1st Monday in SeptemberColumbus Day2nd Monday in OctoberVeterans Day11 NovemberThanksgiving Day4th Thursday in NovemberChristmas Day25 December 2.7Quality Assurance: Those action taken by the government to check goods or service to determine that they meet the requirement of the contract 2.8Quality Assurance Evaluator: Representation of the government who performs quality surveillance of the contractor's performance. 2.9Quality Control: Those actions taken by the contractor to control the production of goods or service so that they will meet the requirement of the contract. 2.10Repair: The mending and/or sewing of rips, tear, holes, zippers, open seams, and other damages such as the replacement of buttons and zippers. 2.11Unserviceable: An item through normal fair wear tear, misuse, mistreatment or neglect, which can no longer be used for its intended purpose. An item having other than minor rips and tears missing or broken buttons. For the purpose of this contract, quote mark minor quote mark means tears four (4) inches In length. SECTION 3 GOVERNMENT-FURNISHED PROPERTY AND SERVICES The government will provide appropriate insignia/ patches to the contractor for sewing repairs and application to new uniforms. The governments will issues a clothing checklist at time of pick up indicating quantity and identification of articles picked up by the contractor for service. SECTION 4 CONTREACTOR- FURNISHED ITEMS The contractor shall furnish all labor, material, supplies, equipment, facilities, and transportation, other then those specified in Section 3 as government- furnished, to perform the requirements of this contract. SECTION 5 SPECIFIC TASKS 5. GENERAL: the contractor shall provide laundry, dry cleaning, alteration and clothing repair services, to include pickup and delivery services, as ordered by the Contracting Officer. The contractor shall use a marking system to identify military clothing that belongs to each school to ensure proper processing and return of all items (examples: matching coats and trousers). The contractor shall sign a government furnished clothing check list at the time of pick up indicating the quantity and identification of articles received for service. The contractor shall be liable for the return of the received for services. 5.1 LAUNDRY AND DRY CLEANING SERVICE: 5.1.1 The contractor shall return processed laundry and dry cleaning with an individually itemized price list (priced per item). 5.1.2The contractor shall remove all soil, spots, and stains during the laundry or drying cleaning process. 5.1.3The contractor shall clean, thoroughly dry and remove all lint from each item. 5.1.4 The contractor shall process white fabrics leaving no trace of any color tints and colored fabrics shall be returned bright with no fading. 5.1.5 The contractor shall ensure that all items are free of objectionable odors to include harsh cleaning fluids. 5.1.6 The contractor shall remove all traces of wash supplies or dry cleaning fluids from the items. 5.1.7 The contractor shall ensure that all items are free of wrinkles, have no rough or dry spots and retain their original shapes and sizes. 5.1.8 The contractor shall ensure that shrinkage is no more than what can be called natural shrinkage, based on cleaning or laundering instructions listed on the label as provided by the manufacturer. 5.1.9 The contractor shall employ wash, extracting and drying formulas of his own derivation. The procedures used shall ensure the washed item is restored to its intended purpose. 5.1.0 The contractor shall dry clean, press place on hangers or fold and place in boxes or bundles of 25 each those items so identified in the bid schedule. 5.2 PICK UP AND DELIVERY: The contractor shall pick up all soiled laundry, dry cleaning and clothing requiring alterations as specified by the COR. Pickup and delivery schedule will be as determined by the vendor and the COR for each school. Pickup and delivery will be at each school location provided on the enclosed list. 5.2.2 The contractor shall return all clean laundry, dry cleaning and alterations to location of pick up within four (4) work days after pick up. 5.2.3 ALTERATIONS AND REPAIRS: 5.3.1 The contractor shall repair rips, tears, holes, open seams and other damages. The contractor shall replace buttons, and shall repair or replace broken sippers to individual items as identified at time of pick up and those that occur while in the contractor's possession using thread materials zippers and buttons of the same type texture, quality color and color fastness as that used in the manufacture of the article. The contractor shall repair or replace items which become unserviceable while in his care. The government will presume that items not identified as unserviceable at the time of contractor pick up have become unserviceable in the contractor's care. 5.3.2 The contractor shall hem men's trousers, female slacks and skirts and sew insignias/ patches onto uniforms as required using thread and materials of the same type, texture, quality color and color fastness as that used in the manufacture of the article. 5.3.3 The contractor shall have an on-site tailor to provide alterations and repairs. The appropriate NAICS code is 812320 with a size standard of $5,000,000.00. This synopsis is not a request for proposal. It is a market research tool being used to determine procurement strategy. Appropriate procurement strategy will be determined after consideration of industry response to this sources sought synopsis. The government is not obligated to, and will not, pay for any information received from potential sources as a result of this synopsis. All contractors must be registered in the System for Award Management (SAM). Contractors can register online at https://www.sam.gov. Contractor's SAM registration must be active in order to be eligible for an award. NOTE: For any acquisition set-aside for small business, Federal Acquisition Regulation (FAR) 52.219-14, Limitations on Subcontracting, will apply and will require the prime contractor to self-perform at least 50 percent of the labor with its own employees. Prime contractors cannot subcontract the entire effort. Again, this applies only to small business set-asides.
