Description
Restricted Access Request Form for interested vendors to complete and submit. The Department of Defense Dependents Schools Europe (DoDDS-E) intends to issue a Request for Proposal (RFP)/Solicitation to procure a commercial non-personal services contract to conduct annual hands-on surveys and formal assessments of DoDDS-E student transportation routes, runs and associated stops at the beginning of each school year in Italy, Spain, Germany, Belgium, the Netherlands, and the United Kingdom. It is the Government's intent to publicize a RFP/Solicitation (with explicit access) on Federal Business Opportunities (FEDBIZOPPS) on/about 18 April 2014. In support of its education mission, DoDDS-Europe operates transportation services obtained by contracts with host nation commercial bus transportation companies for students attending DoD schools in eight host nations. The inherent vulnerabilities of student transportation regarding the threat of terrorist and criminal exploitation make it imperative that DoDDS-Europe operate an active student transportation security services program that is tailored to identification and assessment, containment and reduction of the risk to student security during daily transportation to and from school and home. The consequent risk makes it imperative that DoDDS-Europe operate a proactive, tailored Route Vulnerability Assessment Program (RVAP) that identifies and evaluates the vulnerabilities its students face when being transported. This DoDDS-E acquisition will be an Indefinite Delivery Requirements type contract with task orders being issued on a firmed-fixed-price basis. This acquisition will be conducted using Full and Open Competition Procedures in accordance with Federal Acquisition Regulations Part 12, 13.5 and 15. It is anticipated that the contract will be issued for a base period and four one-year option periods as follows: Base Period: 23 September 2014 - 22 September 2015 Option Period I: 23 September 2015 - 22 September 2016 Option Period II: 23 September 2016 - 22 September 2017 Option Period III: 23 September 2017 - 22 September 2018 Option Period IV: 23 September 2018 - 22 September 2019 The North American Industry Classification System (NAICS) Code is 541690- Other Scientific and Technical Consulting Services and the applicable small business size standard is $14M. Explicit Access to the RFP/Solicitation: To obtain access to the RFP/Solicitation, once posted, companies must register and obtain a userid and password from www.fbo.gov. In addition, interested vendors must complete and submit the attached Solicitation Restricted Access Request. This form must be sent via e-mail to the POC by those interested and eligible to submit proposals before access to the restricted documents will be granted. Please ensure the subject line of the e-mail reflects the correct solicitation number and "Solicitation Restricted Access Request RVA." All future information concerning this acquisition, including the solicitation and amendments, will be posted solely through FEDBIZOPPS. Interested parties are responsible for monitoring this site for the most up-to-date information about this acquisition.
