Description
US Flag Carrier Shipment Requirements Public Release of Information Letter PERCY AMENDMENT CERTIFICATION FORM The U.S. Department of State (DOS), Office of Overseas Buildings Operations (OBO), Special Projects Coordination Office (SPC) is seeking interested firms for the planned renovation of the housing on the U.S. Embassy, Moscow compound. This effort will be acquired via full and open competition. The U.S. Government estimate for this effort is between $2 million and $4 million U.S. dollars. As well as soliciting interest from firms located in the U.S., the Government will solicit interest for this project from firms in Moscow, Russia. 1. Project Location and Description The project provides exterior restorations to the Moscow Housing Compound located adjacent to the American Embassy. It involves the replacement of approximately 150 exterior entrance doors and the replacement of one window. The housing units are segregated into 4 blocks of housing. The work will be performed over a two to three year period and performed at a schedule established by the U. S. Government to preclude disruption to the compound's living and working environment. The houses may be occupied during the work. The doors and window will require procurement from approved suppliers located outside of the country. 2. Project Solicitation The project solicitation will be available on the Department of State ProjNet System in May/June 2014. Prospective contractors shall be registered in the System for Award Management (SAM) database prior to contract award. If you have not registered yet, go to www.unitedstatesbusinessregistration.us to complete the registration process. Responsible firms with the technical and financial capabilities to successfully complete this project that wish to participate in this solicitation shall submit a letter of interest to Mr. Charles G. Krips by April 15, 2014 by email at Kripscg2@state.gov. The letter of interest shall include the following information: • Project Name • Company Name • Company Address • Company DUNS Number • Company Telephone Number • Company FAX Number • Contact Person Name • Contact Person E-Mail Address • Contact Person Telephone Number Eligible firms will be provided key codes and a link to the ProjNet (www.projnet.net) Plan Room and Bidder Inquiry be used to access the respective Unclassified and Sensitive But Unclassified (SBU) solicitation information. The solicitation will include the plans and specifications that set out the project scope, construction process, post-construction activities, and security requirements. Russian firms and any firm wholly organized and operated in Russia, will be provided the solicitation documentation via hard copy or electronic media (CDs). 3. Security Investigative Requirements: Any U.S. citizen traveling to Moscow in conjunction with this RFP and/or subsequent contract will be required to have a favorably adjudicated Modearate Risk Public Trust (MRPT) determination by the Department of State, Bureau of Diplomatic Security, prior to deployment. If an individual has a Secret or Top Secret security clearance issued by DoS or another US Government Agency, an updated investigation will generally not be required. Additional information on these requirements will be outlined to interested U.S. offerors or individuals bidding on this proposal.
