This information provides guidance on a demonstration of actual vehicle performance by those vendors who submitted a white paper and quad chart (per solicitation W56HZV-ULTRA-LIGHT-COMBAT-VEHICLE) in February 2014. An operational PPD will be conducted at Fort Bragg, NC between 9 and 13 June 2014. The PPD will demonstrate the Infantry Squad's ability to utilize the vendor's proposed ULCV. All vendor activities and materials will be provided at no cost to the government. To participate in the PPD, the vendor is required to provide the following and further detailed below: a. A limited military safety release (SAR, inspection, etc.) and b. A driver's instruction (manuals, instruction, a week with vehicle, etc.). To secure the limited safety release: the vendor must submit a Safety Assessment Report (SAR) in accordance with MIL-STD 882E, dated 11 May 2012, prior to 1700 hours (EST) 28 April 2014, and the vendor must deliver their vehicles to Ft Benning, GA on 5 May 2014 for a safety inspection to support a safety release for Soldiers/Government personnel to utilize the vehicles in the demonstration. Complete driver's instruction must be provided NLT COB 5 May to the Mounted Requirements Division (MRD) Point of Contact (POC) listed within this announcement (item j. below), who will coordinate with individual vendors to provide operator/driver instruction to the government-designated drivers. Vehicles must be available at Fort Bragg, NC, at 1200 hours Monday, 2 June. Instruction for government drivers will start 2 June 2014, ending 6 June 2014. The Government cannot facilitate vehicle storage at Fort Bragg, NC prior to 2 June 2014. All vehicle storage and garaging requirements must be coordinated through the MRD POC below. Below are the threshold requirements to be demonstrated during the PPD (see reference solicitation above). At the start of each iteration/event the vehicle will be fully fueled, with all necessary equipment (i.e. tool bags, spare tire(s), etc) to ensure iteration/event completion. a.Vehicle must carry Infantry Squad (9 Soldiers) and equipment (3200 lbs total). b.Vehicle weight must not exceed 4500 lbs curb weight, fueled, oiled, and ready to run 250 miles (less squad and equipment). c.Vehicle must be able to be driven into and out of a CH-47 with the squad and their equipment onboard. d.Vehicle range: 250 miles at GVW on all terrain profiles described below (item f). e.The vehicle must be maintainable with onboard tools under field conditions, to include day and night (both with illumination and night vision). f.Vehicle must be able to operate in any mix of the following terrain profiles: cross-country, primary road, secondary road and urban rubble during both day and night missions (with either vehicle mounted lights or individual Night Vision capability). g.Vehicle must survive a rollover at GVW (demonstrate via calculations or validation certificate). h.Vehicle must be capable of being rigged and/or de-rigged by no more than two Soldiers for sling-load operations within two minutes using only on-board tools and a 10K sling (e.g. NSN 1670010272902). This information will examine the benefit of an Ultra Light Combat Vehicle (ULCV) to support mobility for Infantry Brigade Combat Team (IBCT) Soldiers. The information received will be used by the Maneuver Center of Excellence (MCoE) to screen potential Commercial-off-the-shelf (COTS) solutions, which may be demonstrated during a static display and proof of principal event. The ULCV does not currently have an approved requirement. The information solicitation and subsequent vendor demonstration and product display are conducted for the sole purpose of demonstrating product capabilities. The information is to be presented in a single quote mark quad chart quote mark (title up top; upper left quadrant is the quote mark capability name quote mark ; upper right is the quote mark capability description quote mark ; lower left is the quote mark operational description quote mark and quote mark battlefield interrelationships and dependencies quote mark ; lower right is quote mark Point of Contact quote mark ) and an attached White Paper (not to exceed 25 pages). Below are the threshold ULCV general requirements providing enhanced mobility for IBCT Soldiers. a. Payload. Vehicle must carry Infantry Squad (9 Soldiers) with equipment (3200 lbs). b. Protection. Base level of protection is provided by high mobility to avoid enemy contact and Soldier Personal Protection Equipment (PPE) (since the vehicle supports dismounted Soldiers). c. Survivability. The ULCV (at GVW) shall provide a crashworthy vehicle structure capable of maintaining structural integrity in a rollover; quantified as a crush resistant roof structure or rollover bars capable of supporting 100% of its own GVW after a dynamically applied impact load. d. Mobility. a) Provide mobility with 10% on primary roads, 10% on secondary roads, 75% cross-country and trails, and 5% in urban, rubble environment. b) Perform in Terrain level III (ridges/summits) c) Routinely tasked to hold position on cross-country and trail conditions. e. Lethality. Provide threshold capability to host crew served weapons assigned to an IBCT Infantry squad. Objective is to incorporate a medium caliber weapon into squad operations. f. Transportability. a) Internally transportable by CH-47 (in combat configuration under High/Hot conditions). b) Sling load transportable by UH-60 (in combat configuration under High/Hot conditions). c) Air drop from C130 on 463L pallet (in combat configuration). d) Air drop from C17 dual row 463L pallet (in combat configuration). g. Sustainability. Maintain high operational readiness rates through rugged construction and modular component replacement under field conditions. h. Protection. Vehicle will provide FMVSS compliant restraints to Soldiers riding inside the vehicle and storage capability for individual equipment and squad equipment. i. Range. 250-300 mile range on internal fuel. j. No add-on communication equipment requirement. k.
