Description
The Naval Medical Logistics Command (NMLC) intends to award a sole source contract under the authority of FAR 6.302-1 to MatTek Corporation (Mat Tek), Ashland, MA, 01721, to provide a tissue model in support research for "The Development of a Nano-material Based System to Deliver Time-released Local Anesthetics and Antibiotics for the Treatment of Maxillofacial Injuries and Burns to Skin" at NAMRU-SA. The requirement is for a healthy human skin tissue model complete with stratum corneum. This model should include tissue that has been assayed and evaluated sufficiently and its performance proven satisfactory to support the proposed use for assessing penetration of nanoparticles. The model will further be used to assess drug release within the multiple layers of skin. The required full-thickness tissue must grow on a substrate of single well tissue culture plate inserts with the following characteristics: Pore size = 0.4 μm, diameter=22 mm and surface area 3.8 cm2. Tissue is required to enable in vitro studies using skin in which fibroblast-keratinocyte cell interactions (paracrine signaling) that are replicated similar to in vivo human skin, which would necessitate cultured cells to form a multilayered, highly-differentiated model of the human dermis and epidermis. Specifically, the tissue histology must show 8-12 cell layers, to include basal, spinous, and granular layers, and the strateum corneum must show 10-15 layers. A well-developed basement membrane must be present at the dermal/epidermal junction, as evidenced by the presence of hemidesmosomes, lamina lucida, lamina densa and anchoring fibril structures. The expression of proteins including collagen IV, laminin, collagen VII and integrin α6 must also be present in the tissue. The tissue model must have a shelf life of 7-10 days and cultures must be able to be maintained with retention of normal epidermal morphology for at least three weeks. The total estimated value of this requirement is $177,445.00. EpiDerm-FT is the only product that meets all of the above outlined requirements noted in paragraph 3 and is analogous to tissue found in vivo and is an ideal model for the research. Mat Tek is the sole vendor that provides the EpiDerm-FT tissue samples under proprietary processes. Mat Tek's in vitro products are protected by patent rights, trademarks, and/or trade secrets. Mat Tek Corporation, and its subsidiaries, is the sole manufacturer and distributor of the product. This Notice of Intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice will need to submit technical data, including cost, sufficient to determine capability. All capability statements received by the closing date of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. All capability statements received by 3:30 PM Eastern Time, 10 April 2014 will be considered by the Government. Capability statements shall be submitted by e-mail ONLY as a Microsoft Word or Adobe PDF attachment to NMLC-Research@med.navy.mil and shall reference "N39467TISSUEMODEL" in the subject line.
