THIS IS A PRESOLICITATION NOTICE BEING RELEASED PURSUANT TO FEDERAL ACQUISITION REGULATION (FAR) PART 10: MARKET RESEARCH. This Pre-Solicitation Notice is issued solely for informational, market research, and planning purposes only. It does not constitute a Request for Quote (RFQ) or a promise to issue an RFQ in the future. This Pre-solicitation Notice does not commit the Government to contract for any supply or service whatsoever. Further, the Government is not at this time seeking proposals, and will not accept unsolicited proposals. Respondents are advised that the Government will not pay for any information or administrative cost incurred in response to this Pre-solicitation Notice. All costs associated with responding to this Pre-solicitation Notice will be solely at the responding party's expense. Responses to the Pre-solicitation Notice will not be returned. Please be advised that all submissions become Government property and will not be returned. Not responding to this Pre-solicitation Notice does not preclude participation in any future RFQ, if any is issued. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. It is the responsibility of the interested parties to monitor the ASFI/FedBizOpps site for additional information pertaining to this Pre-solicitation Notice. Project number: BHM-DR-BP325-0P Replace High and Low Voltage Overhead Lines USAG Baumholder SITE VISIT at USAG Baumholder 24 March 2014, 10:00 - 12:00 Central European Time (CET) The purpose of the Site Visit is to allow prospective offerors the opportunity to gain insight and understanding of work required for the replacement of high and low voltage overhead lines. As such, we extend our invitation to all interested vendors to attend this site visit. The Site Visit will be a one day event and will be conducted on 24 March 2014, 10:00 - 12:00 CET. The Government will provide the escort for the site visit. All site visit attendees will assemble at the Pass Office, building number 8873 on Wetzel Kaserne by 09:30 to complete temporary pass applications. Attendees that do not already hold an installation access pass must present nationally-issued identification to the Baumholder Security Office at the Pass Office and complete a Visitor Registration Form to gain access to Smith Barracks on the day of the visit. The Pass Office is located at Wetzel Kaserne. All site visit attendees with installation access will also assemble at the Pass Office, building number 8873 on Wetzel Kaserne before 10:00. Once temporary passes have been obtained, everyone will leave for the site visit promptly at 10:00. Escorts and subject matter experts (SME) do not have source selection information about the acquisition and are not authorized to answer questions about the acquisition. Offerors can request a copy of the DRAFT Statement of Work and submit all questions/comments to Karin Price at karin.m.price.ln@mail.mil AND Stephanie VanDine at stephanie.m.vandine.civ@army.mil by 16:00 CET on 20 March 2014. Basic Rules during the Site Visit: Personnel recruitment is not permitted on-site during the site visit. All Government and Contractor employees are present for the performance of their official duties. Please refrain from engaging in conversation regarding this procurement or any potential employment opportunities during the site visit. All visitors must stay with the assigned escort while on the tour. Still photography is allowed only for areas being quoted.
