- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-72, effective January 30, 2014. The associated North American Industrial Classification System (NAICS) code for this procurement is 531120 with a small business size standard of $25.5M. This acquisition is being competed using Full and Open Competition. The National Institute of Standards and Technology (NIST) is partnering with the Department of Health and Human Services (HHS) to host the 7th annual Safeguarding Health Information Conference. This event is being hosted in Washington, DC in an effort to encourage maximum participation from other government agencies, and healthcare providers and industry associations. Historically, a large majority of attendees who have attended this conference have come from other parts of the country. A Washington, DC location provides ease of access to and from airports and to numerous hotel accommodations. A Washington, DC location also offers out-of-town attendees greater flexibility to participate in outreach and networking opportunities with DC-based participants while in town. LINE ITEM 0001: The Contractor shall provide meeting space and audio-visual (AV) equipment to accommodate NIST's 7TH annual Health Insurance Portability and Accountability Act (HIPPA) Security Rule Conference for two consecutive days between June 3rd and June 6th, 2014. All of the following requirements must be met. A) June 3-4 are the Governemnt's preferred dates for this event, however, any two consecutive days between June 3rd and 6th are acceptable; -Meeting location within five miles of Reagan National Airport, which meets all of the following: - A main conference room which will accommodate a maximum of 350 people. -This space must be set-up by the Contractor in a classroom style; -The classroom must be set-up for two consecutive days; -The space must include a stage that is wheelchair accessible. -One breakout room which will accommodate up to 100 people. -This space must be set-up by the Contractor in a classroom style; -This space must be available for two consecutive days. -A third location, a separate room for attendees to eat lunch. -This space must be set-up by the Contractor in round table style; -This space must be available for two consecutive days. All rooms must be available for the Government's use between 7:00am and 5:30pm Eastern Time. B) The location must be Metro train accessible; C) The location must have access to public transportation (buses, taxis, etc.); D) The location must be within six blocks of hotels; E) The Contractor must provide Audio/Video equipment and support. Specifically: -Wireless internet access for the main conference room and breakout room. Internet access shall be utilized for presentation purposes and webcasting only. Internet access shall not be provided to meeting participants. -The Government must be permitted to bring in an outside webcasting service for the two days; -No secure data or PII will be transmitted. Government does not assume any responsibility for security; F) Parking must be available for conference participants; G) Must be within walking distance of amenities such as restaurants, food courts; H) The Contractor must provide audio visual equipment and service for the HIPAA Conference that meets all of the following requirements: -Audio-Visual equipment for MAIN conference Room: a) Quantity (1) podium microphone b) Quantity (1) Wireless UHF Lapel Microphone c) Quantity (1) 12-Channel or better Stereo Microphone Mixer d) Quantity (1) HD Multi Format Signal Processor e) Quantity (3) table microphones (for panel discussion) f) Quantity (2) floor microphones g) Quantity (1) 26 in. or larger LCD Confidence Monitor h) Quantity (1) Plasma Confidence Stand i) Quantity (1) 7000 Lumen or greater LCD Projector j) Quantity (1) screen, 10x14 at a minimum k) Quantity (1) 42 in. or larger Projection/Video cart l) Quantity (1) System-Remote m) Quantity (1) 36-Channel or better Lighting Controller n) Quantity (1) Source 4 Leko Light/Stage o) Quantity (3) hard wired Internet connections p) All labor to set/strike and man necessary AV equipment. AV support must be available to the Government throughout the course of both meeting days. -Audio-Visual Equipment for the BREAKOUT room: a. Quantity (1) Wireless UHF Lapel Microphone b) Quantity (1) 12-Channel or better Stereo Microphone Mixer c) Quantity (1) 4500 Lumen or better LCD Projector d) Quantity (1) 7 foot screen or larger and tripod e) Quantity (1) 34 In. or larger Projection/Video cart f) Quantity (1) hard wired Internet connection g) All labor to set/strike and man necessary AV equipment. AV support must be available to the Government throughout the course of both meeting days. PERIOD OF PERFORMANCE The period of performance shall be June 3rd -6th, 2014 INSPECTION AND ACCEPTANCE CRITERIA Upon award, NIST will visit the site to further confirm the site meets all requirements. The site will also be inspected immediately before the meeting to ensure all requirements are met. EVALUATION CRITERIA AND BASIS FOR AWARD Award will be made on a technically acceptable/low price basis. Technically acceptable means the Contractor meets all requirements identified under Line item 0001 and quotes the lowest price. REQUIRED SUBMISSIONS All quoters shall submit all of the the following: 1) Documentation which clearly demonstrates that all requirements are met. Documentation may include brochures, photographs, specific weblinks, lists of available A/V equipment and documentation of room capacity. It is the responsibility of each quoter to ensure all requirements are clearly documented within their quotation. 2) Confirmation of available dates. 3) A firm fixed price quotation which includes all requirements of line item 0001; 4) This is an Open-Market Combined Synopsis/Solicitation for meeting space as defined herein. The Government intends to award a Purchase Order as a result of this Combined Synopsis/Solicitation that will include the terms and conditions that are set forth herein. In order to facilitate the award process, ALL quotes shall include a statement regarding the terms and conditions herein as follows: The offeror shall state "The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition." OR The offeror shall state "The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following: Offeror shall list exception(s) and rationale for the exception(s) Please note that this procurement is not being conducted under the GSA Federal Supply Schedule (FSS) program or another Government-Wide Area Contract (GWAC). If an offeror submits a quotation based upon an FSS or GWAC contract, the Government will accept the quoted price. However, the terms and conditions stated herein will be included in any resultant Purchase Order, not the terms and conditions of the offeror's FSS or GWAC contract, and the statement required above shall be included in the quotation; 4) The DUNS # for the quoter's active System for Award Management (SAM) registration. Quoters must have an active registration at www.SAM.Gov to be considered for award.
