Description
SUMMARY: ASPR/NHPP promotes research and analysis aimed at further validating fundamental preparedness healthcare capabilities and associated outcomes. This RFI seeks information about the market capability of sources and information in helping ASPR/NHPP create stronger linkages between healthcare coalitions' to daily healthcare delivery-and promote practices that motivate communities to adopt sustainable healthcare preparedness efforts. ASPR recognizes the need to improve the science of healthcare preparedness. In response to this, the mission and scope of NHPP's evaluation branch has taken on a broader mission and a new name-the Science Healthcare Preparedness Evaluation and Research (SHARPER) Branch. NHPP will emphasize a more rigorous, evidence-based, outcome driven approach to healthcare preparedness and response. This enhanced mission and new approach must also be reflected in how NHPP's measurement of healthcare preparedness, for both process and summative outcomes. To accomplish our goal of further improving the nation's ability to prepare, respond, and recover from healthcare emergencies, NHPP intends to restructure how it measures the Hospital Preparedness Program (HPP) outcomes and describes the impact of the program on overall healthcare preparedness. In particular, NHPP seeks comments about strategies to leverage existing resources and data, as well as, new data sources to better capture, triangulate, and understand demonstrated progress in healthcare preparedness. NHPP will consider alternative approaches that would best achieve these stated goals of the HPP. NHPP is particularly interested in vendors who have successfully improved outcomes, through integrating exercise and training analysis into enhanced grant measurement and capability techniques. ASPR will use this information collected through this Request for Information notice to better define capabilities in the market place that may result in a future procurement proposal. DATES: Submit electronic comments by 4:00 pm Eastern on Friday, 11 April 2014. RESPONSE FORMAT: ASPR/NHPP requests responses to this RFI in the form of a white paper. White papers shall be submitted in Microsoft Word (Times New Roman, 12-point font) and are due no later than Friday, 11 April 2014 4:00 p.m. EDT. White papers shall be submitted via email only to the primary point of contact listed below. ASPR will not accept hard-copy responses. ASPR is requesting that you provide your information in the following format: Section I. Name, mailing address, phone number, fax number, and email of designated point of contact. Section II. The name and contact information for the business or other organization whose views are represented in the paper, if that contact information differs from that provided in Section I. Section III (NO MORE THAN 12 PAGES). Complete and considered responses to each of the questions listed any other information that might be helpful to the Government. BACKGROUND: In recent years, ASPR's HPP has evolved from a hospital specific focus to defining a more prominent role for healthcare coalitions in healthcare preparedness. While HPP has learned a lot related to this transition from hospitals to healthcare coalitions, there is a need to be more precise and more informed about the impact and interactions of healthcare coalitions, healthcare preparedness capabilities, and how that relates to the conventional healthcare delivery system. As a result, there is a need to ensure that HPP program measures and evaluation strategies are developed to accurately reflect the evidence and support the current science and applied research in healthcare preparedness, which leverages and better integrates with the daily healthcare system outcomes, so optimal preparedness may be sustained in fiscally constrained periods. To better meet the HPP mission as well as legislative and GAO requirements and recommendations, there is a need to identify and describe gaps, weaknesses, and alternative approaches for measurement for healthcare preparedness. These include the conduct of evaluation studies to include the establishment of research questions and applied research methods that effectively address the intersection between healthcare preparedness and the daily healthcare delivery system. There is also need to develop new and refine existing performance measures that reflect the mission of HPP and position the division to effectively assess the level of preparedness for coalitions and healthcare organizations. The responses this RFI generates will help inform ASPR's efforts in the performance measurement process as well as methods for the validation of self-reported data report in performance measures. QUESTIONS: This RFI seeks comment from members of the public about how ASPR can best assess program performance through the use of performance measures and other applied research methods that may be used to augment performance measures. The feedback from this RFI may be used to enhance the Government's ability to obtain a quality service. ASPR asks that each respondent address each of the following questions: 1. Describe applied research and/or program evaluation methodologies in your experience that would help the Government assess awardee data from cooperative agreement programs in the area of healthcare system preparedness? 2. Describe new or existing methods to assess data collected from cooperative agreement awardees and determine performance-capability-based outcomes. Describe your experience in conducting these types of evaluations. 3. Describe ways and methods of leveraging and integrating other federal or private sector methodologies and policies into an existing program evaluation framework for a national cooperative agreement program. 4. Are there abilities in the marketplace that can use complex and historical programmatic, performance measurement, and/or exercise and training data to develop new performance measures for a national program? 5. Is there an understanding in the marketplace of the daily (conventional) healthcare delivery system and how it impacts and intersects with overall healthcare preparedness? 6. Based on your experience, are there new or existing ways to enhance the data quality and data analysis of self-reported data? Additionally, are there new or existing methods used to validate self-reported data in order to address processes and summative outcomes for a national program? 7. Describe new or existing strategies to make inferences related to the identification of strengths and weaknesses from real world incidents or events and make recommendations to inform national programs-specifically in the areas of medical and public health response. 8. Identify new or existing methods to develop benchmarks and targets for indicators for the purposes of performance measurement? SPECIAL NOTE TO RESPONDENTS: Respondents are asked to draw their responses from objective, empirical, and actionable evidence and to cite this evidence within their responses. ASPR particularly interested in the findings of research in the areas of healthcare preparedness and health services delivery, community resilience, healthcare preparedness, data validation, public policy and/or the administration of complex policy programs, innovation diffusion, and other disciplines that can inform national healthcare preparedness. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes; it does not constitute a Request for Proposal. This RFI does not commit the Government to contract for any supply or service. Further, ASPR is not seeking proposals through this RFI and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future procurement, if conducted. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. Please note that ASPR will not respond to questions about the policy issues raised in this RFI. ASPR may or may not choose to contact individual responders. Such communications would only serve to clarify written responses further. The information provided in the RFI is subject to change and is not binding on the Government. This RFI should not be construed as a commitment or authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned.
