Description
DRAFT PWS This sources sought announcement is for information and planning purposes only; this announcement is not a formal solicitation and is not intended as a commitment by the Government. A contract may not be awarded as a result of this sources sought announcement. The U.S. Department of State, Office of Acquisition RPSO-FL, on behalf of the American Embassy in Mexico is seeking qualified and capable certified HUBZone firms that may be interested in providing the services necessary to install radio towers; install and configure (government owned equipment) the requirement to ultimately provide radio coverage in Mexico between Cuidad Juarez and Chihuahua and 32 other cities. The contractor will be required to provide all labor, services, tools, materials, equipment, transportation, supervision and all requirements necessary to accomplish the these efforts. The requirement will involve removal of existing systems currently on site and the relocation, installation and configuration to additional sites and provide training for the microwave communications system that will be installed. The Government will utilize responses to this Sources Sought Notice to determine the availability of qualified certified HUBZone firms capable of meeting the requirements and to determine the appropriateness of setting-aside this acquisition for HUBZone firms. Only HUBZone firms are to submit capability packages.The HUBZone firm must meet the limitations for subcontracting requirements (FAR 52.219-14) which states: "at least 50% of the cost of contract performance incurred for personnel must be expended for employees of the concern." The NAICS code assigned to this procurement will be 237130 (Power and communication line and related structures construction) are encouraged to submit their capability packages. The capability packages for this sources sought market survey are not proposals, but rather statements regarding the company’s existing experience in relation to the requirement. The concern must be a HUBZone small business concern as defined in CFR Title 13, Part 126.103. In accordance with CFR Title 13, Part 126.200, at least 35% of a HUBZone certified firms employees must reside within a HUBZone. The resultant contractor must maintain the minimum 35% HUBZone employee requirement throughout the performance of this contract. Interested HUBZone firms capable of meeting the attached requirements are invited to submit a Capabilities Package, not exceeding 15 pages, must include at a minimum the following information: 1. Company name, DUNS number, and POC information. 2. HUBZone status. 3. Relevant past performance / experience with installation of microwave systems, including antenna installation, alignment and systems testing as outlined in the PWS. 4. A description of the technical capabilities (to include key personnel) of the concern relating to the design, implementation, installation, configuration, testing and training of the equipment. 5. Description of the company’s experience installing and supporting (to include warranty and on-site support) similar systems in an international environment. General affirmations of interest will not be considered in our set-aside decision. Only Capability Statements addressing the above-mentioned requirements will be considered. Firms that have been certified as a small business HUBZone by the SBA, and have the interest and capabilities to perform a variety of services under such a contract, should submit the information by 8 April 2014 at 1100 am EST to Ms. Lisa Goodwine @ GoodwineLC@state.gov.
