Description
This is an 8(a) Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of qualified 8(a) small business in their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether an 8(a) small business social-economic set-aside method is possible, and to determine the availability of qualified 8(a) companies technically capable of meeting the Government's requirement. An organization that is not considered an 8(a) small business under the applicable NAICS code should not submit a response to this notice." This notice is issued to help determine the availability of qualified companies technically capable of meeting the Government requirement and to determine the method of acquisition. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals or quotes. No award will be made as a result of this notice. The Government will NOT be responsible for any costs incurred by the respondents to this notice. This notice is strictly for research and information purposes only. Background Information: The Healthy Aging in Neighborhoods of Diversity across the Life Span (HANDLS) is a multidisciplinary, community-based, prospective longitudinal epidemiologic study examining the influences of race and socioeconomic status (SES) on the development of age-related health disparities among socioeconomically diverse African Americans and whites in Baltimore. This study investigates whether health disparities develop or persist due to differences in SES, differences in race, or their interaction. This study is unique because it will assess over 20-year period physical parameters as well as evaluate genetic, biologic, demographic, psychosocial, and psycho physiological parameters of African Americans and white participants in higher and lower SES. It also employs novel research tools, mobile medical research vehicles, in hopes of improving participation rates and retention among non-traditional research participants. The MRVs are parked in the neighborhoods where the study is being conducted and where the participants live. There are several (rotating) locations throughout Baltimore city where the MRVs are located to conduct the research. The main offices for the HANDLS study are based at the Biomedical Research Center, on the Bayview campus of Johns Hopkins Medical Center in Baltimore city. The concerned located is variable rotating among the HANDLS study sites located throughout Baltimore City. Purpose or Objective of the Requirement: The purpose of this requirement is provide quality custodial services with flexible pricing and provide HANDLS optimal levels of service and cleanliness while allowing for increase or decrease based on study examination schedules and budgetary resources. Project requirements: Except for specific equipment, services, and supplies identified herein, the Contractor shall provide supervision, custodial labor, equipment, tools, chemicals, supplies, expendables, and any other necessities to perform custodial service in all cleanable space on three (3) HANDLS Mobile Research Vehicles (MRVs). All work performed will meet Acceptable Quality Level performance standards as defined here. The Contractor shall provide these services in the MRVs where they are parked in various Baltimore City neighborhoods. HANDLS moves its MRVs every few months and will provide at least 4 weeks' notice to the Contractor before relocating. Daily Tasks ▪ General Requirements - Custodial services applies to all areas including, but not limited to, restrooms, exam rooms, offices, test rooms, entrances, hallways, and stairs. All walls must be cleaned with disinfectant every time the MRVs are cleaned. Cleaning shall include areas under light furniture, wastebaskets, floor mats and runners. All furniture and furnishings shall be restored to their original locations after cleaning is completed ▪ Sweeping and/or dust mopping The Contractor shall sweep or dust mop to present a clean, orderly appearance with no loose dirt or streaks in evidence. This shall include corners under or behind furniture and equipment and stairs. Floors shall be free of soil, litter, sand, gum, tar, and all foreign substances. All dirt, dust and surface contamination shall be removed by sweeping operation. Sweeping or dust mopping shall not mar baseboards, furniture, or equipment. Furniture and other equipment moved during sweeping or dust mopping shall be returned to its original position. Sweeping shall include entryways, rugs, stairs, and floors. ▪ Carpet Cleaning Carpet or rugs shall be spot-cleaned whenever soiled to remove stains, including but not limited to, coffee, water sand, soda, and soil stains. There shall be no evidence of fuzzing, caused by harsh rubbing or brushing. ▪ Damp Mopping Floors The task of mopping floors shall include scrubbing floors using water and a disinfectant or detergent solution (all-purpose synthetic detergent on floors other than rest rooms) to loosen and suspend dirt so that dirt can be removed. After the washing solutions are picked up, a clean rinse shall be spread and picked up. No excessive water shall be left on floors. Furniture such as desks, tables, etc. may remain in place, but all floor surfaces underneath shall be maintained. After cleaning; floor surfaces shall be finished uniformly without streaks or smears with the appropriate floor wax. Adjacent areas, walls, baseboards, doors, doorjambs, furniture, etc., shall not be marred. During floor maintenance, "CAUTION, WET FLOOR" signs shall be displayed. ▪ Removing Trash The task of removing trash shall include emptying waste containers, sanitary napkin receptacles, and other trash containers within the area. Boxes, cans and paper placed near a trash container and marked "TRASH" shall be removed and recycled. Trash shall be emptied into a designated trash receptacle in such a manner as to prevent the adjacent area from becoming littered by trash. All waste papers and other light debris shall be placed in a plastic trash bag and secured tightly prior to being transported outside the MRVs into the waste receptacle or recycle receptacle located outside of the MRVs. The Contractor shall furnish plastic liners for each trashcan receptacle. Liners shall be replaced with unused liners each time the trash is removed. ▪ Cleaning and Servicing Restrooms Cleaning of the rest rooms shall include walls, floors; fixtures, and doors of the stalls or rest room areas. Clean and disinfect all surfaces of lavatories, toilet bowls and seats, sanitary napkin receptacles, urinals, dispensers, and exposed, attached plumbing, leaving the surface uniformly clean, bright, mold and fungus free, without steaks or strains and no excess moisture. There shall be no evidence of water or soap solutions on the floor or on the wall, either behind or adjacent to the fixtures. ▪ Clean Sinks Cleaning of the sinks and exposed attached plumbing shall remove dirt, hair, mold, fungus, soap sewn and other foreign materials. There shall be no evidence of water or soap solution spill on the floor or on the fixtures. Cleaned fixtures shall be shiny and free of streaks. ▪ Clean Toilets Cleaning of the toilets shall include the exterior and interior of the bowl, all parts of the seat; exterior of the tank, flushometer valve, piping and hardware. ▪ Clean Urinals Cleaning of the urinals shall include the exterior and interior of the bowl, trap or screen, flushometer valve, piping and the removal of foreign matter inside the bowel. ▪ Clean Fixtures Mirrors, dispensers, fixtures, exposed piping, vents, handrails, intake and air outlets in doors, ceiling, walls baseboards, partitions; tables shall be disinfected and washed leaving them uniformly cleaned with no dust, spots, stains, clear of rust or excess moisture, bright and free of dust. ▪ Servicing Waste receptacles shall be emptied and the exterior surfaces wiped clean. All holders and dispensers shall be cleaned and kept refilled. Rest rooms shall be supplied with paper products to include, but not limited to toilet paper, paper towels, soap (liquid or bar soap that is 4 oz. or larger), toilet bowl deodorizers. Supplies shall conform to the types of dispensers in the restrooms being served. The Contractor shall notify the Contracting Officer's Representative at least one week before depleting supplies, if it is unable to supply appropriate products. ▪ Policing Trash shall be picked up and all rooms maintained in neat condition. After removal of trash, the Contractor shall insert a new plastic bag into the trash receptacle. Pick up all trash within 20 feet of the perimeter of the MRVs. The Contractor shall report any malfunctions in the rest room to the Contracting Officer's Representative (or designee) immediately. ▪ Clean Floors Floors shall be cleaned using a germicidal detergent. After cleaning, floors shall be uniformly clean, free of mold; fungus; dirt and debris. The Contractor shall inspect floors to ensure cleaning of comers, doorjambs, and grout. Floors shall be free of streaks, marks or stains. There shall be no detergent solution or watermarks on walls, stalls, toilets, etc. ▪ Clean Walls Clean walls and toilet stall walls, including all washable items attached to walls, leaving them uniformly clean with no streaks, oily films, or visible smudge marks. In the process of cleaning, care shall be exercised so that no water is spilled on the floors or furnishings. ▪ Disinfect The disinfectant/detergent shall not produce any harsh, harmful or noxious odors or fumes, either in use or in storage. ▪ Interior/Exterior Glass Cleaning The Contractor shall perform the task of interior glass cleaning to include cleaning of translucent glass, plastic, or acrylic surfaces within the exterior wall of a structure to include but not limited to, doors, glass, display case glass, directory glass, book and showcase glass, mirrors, etc. After cleaning, glass shall be clear, free of foreign substances, film, dirt, smudges, streaks and stains. Adjacent surfaces shall be unmarred. The interior glass shall be cleaned. After cleaning, glass shall be clear, free of foreign substance, film, dirt, smudges, streaks; or stains. Adjacent surfaces shall be unmarred. All glass frames shall be free of dust, dirt and smudges. ▪ Dusting The dusting operation includes but is not limited to furniture, desks, chairs, cabinets, partitions, trim, ledges, lamps, Venetian blinds, miscellaneous office furniture, file cabinets, doors and door hardware, window and door ledges, baseboards, exposed piping, and miscellaneous installed equipment. After dusting, all surfaces shall present a clean appearance, free of smears, streaks, abrasive marks, and foreign material. ▪ Clean Stairs and Landings Stairs and landing of each MRV shall be swept and free of debris. ▪ Spot Washing Doors, Walls and Partitions Clean all recessed fixtures, plastic side and bottom panels. Fixtures shall be clean free of bugs, dirt, dust, film residue and other foreign matter. Replace all fixtures to their original position. ▪ Window Washing Window washing includes washing of interior transparent or translucent surfaces to the exterior walls and includes, but not limited to frames casing sills and ledges. Plastic or acrylic windows shall be cleaned with a cleaner specifically designed to be non-abrasive to the surface. After cleaning, windows shall be clear, free of stains, film smudges, streaks, and watermarks. Specific Tasks - As needed ▪ Waxing and Buffing After the floor has been mopped and is dry, a light coat of nonflammable, non-slip, self-polishing Wi floor wax, suitable for use on Johnsonite rubber flooring, shall be applied. Light furniture shall be moved; heavy furniture such as a desk may be left in position but floor surfaces under such furniture shall be maintained. ▪ Stripping/Waxing Floors When stripping is required the Contractor shall coordinate with the Contracting Officer's Representative (or his or her designee) when the floors can be stripped. Frequency/Schedule of Services A monthly schedule of the days the MRVs are to be cleaned will be provided to the contractor. The MRVs can be cleaned between the hours of 6:00 p.m. and 11:00 p.m. Monday through Sunday. It will take approximately 1 hour to clean each MRV, 4- 6 days per week. Other Other minor duties within the scope of the intent of this contract may from time to time be added to or deleted from specifications. Anticipated period of performance: The anticipated period of performance is a 12 month base contract period with 4 additional 12 month option periods. Capability statement /information sought. Interested parties are expected to review this notice to familiarize itself with the requirements of this project. Failure to do so will be at your firm's own risk. Respondents to this notice must provide, as part of their response a capability statement that includes, clear and convincing documentation of their capability of providing the requirement as specified in this notice. Respondents must provide a general overview of the respondent's opinions about the difficulty and/or feasibility of the potential requirement, and any information regarding innovative ideas or concepts. In addition, the capability statement shall include: (1) the respondents' opinions about the difficulty and/or feasibility of the potential requirement or proposed acquisition, possible solutions and approaches that may currently exist in the marketplace, and information regarding innovative ideas or concepts; (2) information regarding evidence of successful performance in buildings or vehicles of a similar size and nature to the Facilities including references and shall demonstrate by training or experience of the Contractor and Contractor Staff the skills and competence in the technical aspects of floor maintenance, disinfecting and cleaning specifically as they pertain to the Facilities and information on prior experience and past performance on experience providing similar requirements. Response must include specific examples of prior completed Government contracts, references, and other related information; (3) information on corporate experience and management capability of the respondent ability to manage the requirement of this type and magnitude; and (4) any other information that may be helpful in determining the respondents capability and or developing or finalizing the acquisition requirements. The respondent must also provide their DUNS number, organization name, address, point of contact, and size and type of business (e.g., 8(a), HubZone, etc.) Pursuant to the applicable NAICS code and any other information that may be helpful in developing or finalizing the acquisition requirements. One (1) copy of the response is required and must be in Microsoft Word or Adobe PDF format using 11-point or 12-point font, 8-1/2" x 11" paper size, with 1" top, bottom, left and right margins, and with single or double spacing. The information submitted must be must be in and outline format that addresses each of the elements of the project requirement and in the capability statement /information sought paragraphs stated herein. A cover page and an executive summary may be included but is not required. The response is limited to ten (10) page limit. The 10-page limit does not include the cover page, executive summary, or references, if requested. The response must include the respondents' technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and e-mail addresses. All responses to this notice must be submitted electronically to the Contract Specialist and Contracting Officer. Facsimile responses are NOT accepted. The response must be submitted to Debra C. Hawkins, Contracting Officer, at e-mail address debra.hawkins@nih.gov. The response must be received on or before April 18, 2014, 12:00 noon, Eastern Time.
