Description
The U.S. Department of Energy (DOE), Office of Energy Analysis (OEA, EI-30), in the Energy Information Administration (EIA) intends to award a sole source contract to Oxford Economics to provide access to the Oxford Global Economic Model (GEM) and the Oxford Global Industrial Model (GIM). The Oxford Economics model forecasts 100 industrial sectors in 67 countries. The proposed service will be from June 1, 2014 through February 27, 2015. Oxford Economics will provide modeling support to link EIA?s World Energy Projection System (WEPS+) system and the energy block of equations in GEM. The modeling support will include refined products separate from crude oil coverage in the GEM. It will develop linkages between refined product production and the economy. Product prices, impact on global trade, and separate consumption and production relationships of refined products will be included in GEM. This modeling support will allow OEA analysts to provide an integrated macroeconomic and energy modeling system to serve an integral part of the International Energy Outlook IEO. This award will not exceed the Simplified Acquisition Threshold. Performance shall commence no later than 15 days from the date of award. The North American Industry Classification System (NAICS) code for this requirement is 541690 - OTHER SCIENTIFIC AND TECHNICAL CONSULTING SERVICES. In accordance with Competition in Contracting Act, 41 USC 253 [c] [1], as implemented by FAR 6.302-1, other than full and open competition is authorized when there is only one responsible source and no other supplies and services will satisfy agency requirements.
