- Current Shuttle Bus Services Schedule Solicitation Number: DOC52PAPT1400014 Notice Type: Sources Sought Synopsis: Shuttle Services - United States Patent and Trademark Office (USPTO) The purpose of this Request for Information (RFI) is to accomplish market research pursuant to Federal Acquisition Regulation (FAR) Part 10 and Patent and Trademark Acquisition Guide (PTAG) Section 6.1.1. to identify small business concerns capable of performing the functions described herein. This notice is issued solely for information and planning purposes and does not constitute a Request for Quotes (RFQ), a Request for Proposals (RFP) or a commitment on the part of the Government to conduct a solicitation for the below-listed services in the future. Responders are advised that the Government will not pay for information submitted in response to this RFI, nor will it compensate responders for any costs incurred in the development/furnishing of a response. The selected contractor shall provide all personnel, facilities, materials, supplies, vehicles, equipment, fuel and services necessary for the performance of daily shuttle services for the United States Patent and Trademark Office (USPTO). The majority of these services will be conducted Monday through Friday (excluding Federal Holidays) between the hours of 07:05 am Eastern Time (EST) and 05:50 pm (EST), within the Alexandria and Arlington/Shirlington, Virginia areas. Transportation services for special events, i.e., meetings, conferences, etc., will generally be in the Washington, DC metropolitan area, to include the District of Columbia and various counties in Maryland and Virginia. The applicable North American Industry Classification System (NAICS) code for this requirement is 485999, All Other Transit and Ground Passenger Transportation. Presently, the USPTO shuttle service operates every 30 minutes between the USPTO's Carlyle campus in Alexandria, Virginia, and USPTO's facility in Arlington (Shirlington), Virginia. These transportation services are supported by two - 20 passenger wheelchair accessible shuttle buses and are utilized expressly for the conduct of official Government business. The current USPTO shuttle schedules are included as attachments to this RFI. The schedules are provided solely for reference purposes and are not necessarily indicative of future USPTO shuttle service requirements. The size of the shuttles buses and the current utilization may change in the future to allow for additional routes to and from Metro stations. The selected contractor shall be responsible for maintaining the shuttles in working order and shall have the ability to provide replacement shuttles within a specified period of time if one or both shuttles lose functionality. The selected contractor is required to be duly licensed to conduct shuttle transportation services in the Washington Metropolitan area and contractor drivers should be properly licensed to operate a shuttle bus. Additionally, the selected contractor must be located within a 50-mile radius of the USPTO Headquarters located at 600 Dulany Street, Alexandria, VA 22314. Furthermore, the selected contractor should have sufficient qualified back-up drivers to replace regular drivers during leave or unexpected absences. All shuttle operators performing work in support of USPTO, inclusive of back-up drivers, must successfully pass a Government administered security suitability investigation. Instructions to RFI Respondents RFI responses should be no longer than ten (12) pages and shall include, at a minimum: Point of Contact Name, Company Name, Address, Email, Phone, DUNS number, CAGE Code; A brief capability statement with reference to the requirements as included herein. The respondent's technical ability should include an overall description of the proposed services and a demonstrated ability for those areas identified. The descriptions should include a minimum of fleet size, maintenance schedules, and safety standards; A brief overview of motor vehicle history, and safety methods; An indication of whether teaming is indicated, and if so, identification of each vendor involved in the team; The applicable GSA Schedule number(s) for each vendor involved in the response (if applicable); For each vendor involved in the response, the business size for NAICS 48599; Past performance and experience summary of work performed that was of similar size and scope including contact information and dates of service. A minimum of three past performance contacts are required for same or similar services. Telephone calls requesting a solicitation will not be accepted or acknowledged. Responses to this RFI are voluntary and their source shall be treated as confidential. Participation in this effort is strictly voluntary. All costs associated with responding to this RFI will be solely at the interested respondent's expense. The objective of this RFI is to assess vendor capabilities and interest. Review of the responses to the RFI will focus on the potential offeror's capability to provide the specified service, experience/past performance for same or similar activity with commercial activities or government agencies, geographic location and responsiveness to the RFI. Interested firms who possess the above capabilities should respond no later 1:00 PM, Contract Specialist EST on April 25, 2014. Responses received in response to this announcement that are marked "Proprietary" will be handled accordingly. Proprietary information submitted in response to this RFI will be protected from unauthorized disclosure as required by the Federal Acquisition Regulation (FAR). All proprietary markings should be clearly delineated. The respondent shall identify where data is restricted by proprietary or other rights and mark it accordingly.
