Description
Q&A: Q. "[We have been]advised that it would be too late to submit a SAR package last month following the release of the RFI, even though we are currently overhauling a very similar actuator..." A. I am not sure as to why your company has been advised that it is "too late" to submit a SAR package. It should never be "too late" to submit a SAR package. A SAR package should be accepted any time one is submitted, regardless of the stage of the acquisition or even if there is an active RFI/RFP/etc. or not. While your company might not obtain qualification before award of this specific requirement, once your company is determined to be a qualified source, your company would be included in the qualified source list for all future acquisitions of this same requirement. Therefore, I highly encourage your company (and any other interested sources) to submit a SAR package. Based upon the acquisition time line, there still seems to be a reasonable amount of time left for review and consideration of a SAR package. Although, please keep in mind that we cannot guarantee your company will receive a response before award. Should your SAR package become approved before award, and your company had submitted an offer BEFORE the RFP closed, the offer could then be considered for award (assuming it was otherwise evaluated as technically acceptable IAW section M of the RFP). Q. I think that all bidders should be aware that we have seen damaged Jack End Fitting Assemblies, PN 4720357-2. (About 20%) This item is not stock listed. Until recently, we were unable to get pricing from the OEM. We now have pricing with a lead time of 45 days. The cost, however, doubles the cost of the repair. Would you consider making this an O&A item? A. The Jack End Fittings are not the type of items that would be considered for "pre-approved" O&A under this contract. Further, the Appendix A document for this contract contains the statement "The Contractor is advised to include the cost of replacing a percentage of re-usable and recoverable components...in their remanufacture cost proposal." A review of the list of materials for this actuator would lead an experienced technician to assume that some percentage of assets would suffer various levels of wear on that specific component part. It is up to the individual offeror to establish what that percentage is, and price the offer accordingly. As such, your firm is advised to include the cost of replacing a percentage of the jack end fittings in your remanufacture cost proposal. Q....when replacing the seal, p/n 300-016 (Figure 10-1, Index 38) which is a mandatory replacement part per Appendix A of the subject solicitation, the grooved pin, p/n 541200H0625B (Figure 10-1, Index 34) must be removed. Once removed, the pin should be discarded and replaced. If this is correct, the pin should be added to the 100% mandatory replacement part list. A. The 100% replacement list on the Appendix A is intended to supplement the instructions contained in TO 16A1-5-10-3. If the Appendix A lacks specific information on a particular component, then the instructions contained in the TO shall be followed. The TO states that when the pin is removed during the disassembly process, it should be discarded and replaced with new.
