Description
This pre-solicitation notice is prepared in accordance with FAR Subpart 5.204 as supplemented with additional information included in this notice. The Government intends to use the procedures in FAR Part 15 for the acquisition separate from FAR Part 12. The purpose is to publicize the Naval Supply Systems Command Fleet Logistics Center San Diego (NAVSUP FLCSD) intention of issuing solicitation RFP No.N00244-14-R-0023 during the week of April 7-11, 2014 through the Navy Electronic Commerce Online (NECO) Website at link: https://www.neco.navy.mil/ and FEDBIZOpps Website at: http: www.fedbizopps.gov. The Request for Proposals (RFP) is for follow-on services for Computer Network Defense (CND) services for the Naval Postgraduate School (NPS) and the Defense Language Institute-Foreign Language Center (DLI-FLC) at Monterey, California. The NAICS is 541519 (Other Computer Related Services), with a size standard of $25.5M. This acquisition has been set-aside 100% for Small Business concerns. NPS and DLI-FLC networks require internal Computer Network Defense (CND), incident response, and computer media forensics capability as directed by the DoD, Navy, and Army to assess risk to the data on the networks for suspicious or anomalous behavior. The internal CND service provider will analyze network and host-based threats detected by Intrusion Detection Systems at NPS and DLI-FLC and will complement functionality provided by the external CND service that is already in place. The requirement of this project include that the internal CND provider be able to interface with NPS and DLI-FLC Cyber security staff and, if necessary, system administrators of both organizations to assess potential threats detected by internal and external Intrusion Detection Systems (IDS). The solicitation is anticipated to be a Firm Fixed Price (FFP). The period of performance will include one (1) six-month base period and nine (9) six-month option periods. The base period is anticipated to commence on or about July 1, 2014. Total period of performance five (5) years if all options are exercised. The solicitation documents will be posted on the Navy Electronic Commerce Online (NECO) Website at link: https://www.neco.navy.mil/ and FEDBIZOpps Website at: http: www.fedbizopps.gov. It is the responsibility of interested parties to register with NECO and/or FEDBIZOpps to download the synopsis, solicitation, all attachments and solicitation amendments. No solicitation mailing list will be issued. Offerors are encouraged to review the referenced websites frequently, for updates and potential amendments to any and all documents. No paper copies of the RFP and its attachments and amendments will be provided. The RFP will include instructions for preparation of offeror proposals, the statement of work, and evaluation criteria. Contractor registration is mandatory for offerors in the System for Award management (SAM) Website: https://www.sam.gov/. Ensure completion of On-Line Representations and Certifications (ORCA). Only email communications to the Contract Negotiator will be accepted; no phone call communications or personal office visits with NAVSUP FLCSD or its internal and external customers regarding issues or questions pertaining to this procurement will be accepted for the duration of the solicitation, evaluation and award process.
