- 3/25/2014 SOURCES SOUGHT NOTICE Sources Sought Number: NIHOD2014016 Project title: Technical Consulting Services to Support Development of Simio Simulation Software Models "This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is for market research purposes and will be used to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement." Background The National Institutes of Health (NIH) has responsibility for conducting, supporting, and promoting biomedical research. The Office of Research Services (ORS) is a central service center within the NIH. ORS supports the NIH mission by planning, directing, and delivering scientific and regulatory activities, public safety and security, and variety of other program and employee services. The Office of Quality Management (OQM) is a part of ORS and provides assistance with program assessments and organizational improvements. One tool used by OQM assess and evaluates systems is Simio Simulation Software. Scope The objective of this contract is to obtain experienced and skilled consultation services to work with OQM staff in developing simulation models using Simio Simulation Software. The simulation models will be used to study and analyze processes and make recommendations for improving processes in ORS and other NIH business areas. OQM estimates that up to 2000 consulting hours will be required over an estimated 5 year period of performance. Project requirements. Experience in providing technical advice and consultation to Federal government service providers in the use of Simio to perform simulation projects. Knowledge of Simio Simulation Software. Ability to provide technical, project-specific advice, consultation, and support in the most effective use of Simio to accomplish project objectives. Knowledge and experience of proposed key personnel with using Simio. a. Anticipated period of performance. The period of performance is expected to be for one twelve Month base period and Four twelve Month Option periods. The contract is anticipated to be from August 1, 2014 - July 31, 2019 Submission of Capability Statements and Delivery Instructions: In 15 pages or less any interested and business organizations should submit a capability statement of their organization which demonstrates their ability to supply the services described above and in the statement of work. Respondents should also include any other information that may be helpful in developing or finalizing the acquisition requirements. Responses must reference the sources sought number NIHOD2014016 include the following: (1) Name and Address of the Organization, (2) Size and type of business, pursuant to the applicable NAICS code 541611 (3) Point of contact with name, title, phone, fax and email, (4) DUNS number, (5) Contractors capability statement should address the deliverables in the statement of work and the important considerations mentioned above, (6) List of organizations to whom similar types of services have been previously provided to include contract number, dollar value, name and phone number of contracting officer. ALL INFORMATION SUBMITTED IN RESPONSE TO THIS ANNOUNCEMENT MUST BE RECEIVED ON OR BEFORE THE CLOSING DATE. THE CLOSING DATE FOR RESPONSES IS DUE on April 8, 2014 @ 5:00 PM EST. Emailed capability statements are authorized (either in Microsoft Word or PDF), but it is up to the vendor to make certain that the email was received. SOURCES SOUGHT STATEMENT OF WORK Technical Consulting Services to Support Development of Simio Simulation Software Models Task The consultant will work under guidance of the OQM Contracting Officer's Technical Representative (COTR) to perform tasks including the following: • Solely develop simulation models using Simio • Provide guidance, technical support, and training to OQM staff in using Simio • Make modifications / improvements to currently existing Simio models of NIH processes • Provide recommendations and guidance to OQM staff in best practice use of Simio simulation software These tasks shall meet the project-specific objectives defined by the OQM COTR. Location of Work to be Performed The consulting services will either take place in-person or remotely with deliverables communicated by email, telephone, and/or web conference services. Depending on the nature of the project, consultant travel to the NIH Bethesda Campus, Bethesda, Maryland may be necessary. Period of Performance The period of performance for this contract will consist of one base year plus 4 option years as follows: Base Year: August 1, 2014 - July 31, 2015 Option Year 1: August 1, 2015 - July 31, 2016 Option Year 2: August 1, 2016 - July 31, 2017 Option Year 3: August 1, 2017 - July 31, 2018 Option Year 4: August 1, 2018 - July 31, 2019 Deliverables The contractor shall: 1. Assist OQM with any or all components of a simulation study using Simio Simulation Software, as requested by the COTR. 2. As requested, assist the COTR with evaluation of the suitability of Simio for the simulation study, development of a functional specification and associated project plan, development of the simulation model, model verification and validation, analysis and interpretation of model outputs, and development of sound recommendations based on the analysis. 3. Meet with and/or communicate with OQM staff as requested by the COTR to provide advice on NIH simulation efforts, discuss activities, and provide advice, suggestions, and recommendations on the execution of simulation projects. 4. Develop and deliver training to NIH in general Simio simulation concepts, as requested by the COTR. 5. Provide the OQM COTR with a monthly invoice and monthly status report using the format specified by OQM to report on the number of hours used for each project and the activities accomplished. End.
