Description
Sources Sought Information Summary The Department of State has a requirement for a Standardized Air Quality Monitoring System that will expand upon the existing Department pilot program, and should remain compliant with the EPA AirNow reporting standards. The objective of this system is to provide air quality information in accordance with EPA standards through a secure internet exchange from participating US Embassies overseas. The system should automate monitoring, processing, and distribution of real-time air quality information in routine, reliable, and secure platform hosted in the United States. Key Required components : •Air quality monitoring instrument(s) to measure particulate matter and gaseous pollutants; •Data logger with data acquisition system and Internet connection; •A platform that allowed customer users to edit, modify, and publish public/mobile website reporting current air quality levels based on the U.S. EPA's Air Quality Index, utilizing instruments with Federal Equivalency Method and data processing consistent with EPA AirNow system; •A password-protected back-end that performs data queries, sets monitoring conditions, and that sets controls for a public website; •Ability for posts to configure and send (EFM) automated email notifications based on post-specific requirements (all through public internet); •Scalable platform to include all US Missions and Posts, including 24x7 operational supports. Including description of reliability controls. In order to design a solicitation that will enable the Department to acquire an efficient and effective state of the market we would appreciate you providing the following information: Corporate Information: I. This market research is being conducted to increase competition for this requirement by identifying potential sources and to gauge small business interest to determine whether or not this requirement can be satisfied with a Small Business Set-Aside. The Government will use the information gathered through publication of this Sources Sought to determine the best acquisition strategy for this requirement. The Government is interested in all potential sources including Small Businesses, Small Disadvantaged Businesses, 8(a) businesses, Service-Disabled Veteran-Owned Small Businesses, HUBZone Small Businesses, Women-Owned Small Businesses, etc. RFIs may be used when the Government does not presently intend to award a contract, but wants to obtain price, delivery, other market information, or capabilities for planning purposes. Responses to these notices are not offers and cannot be accepted by the Government to form a binding contract. There is no required format for RFIs. Please Note the Department does not guarantee that a solicitation will result from this request for information nor shall the Department be liable for any costs associated with providing a response.
