- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a combined synopsis/solicitation for commercial items prepared under the authority of FAR 13.5, Test Program for Certain Commercial Items and in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is W91CRB-14-T-0013 and is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-72. The U.S. Army Contracting Command, Aberdeen Proving Ground, MD 21005 has a requirement to obtain ELBOW PADS to support the Afghan National Civil Order Police (ANCOP) units of the Afghan National Police (ANP), for the Government of Afghanistan. This is a Foreign Military Sales (FMS) requirement Case AF-B-UBO, Purchase Request BAF075-3014-Y002, under Northern American Industry Classification System (NAICS) Code- 315990 Apparel Accessories and Other Apparel Manufacturing. This requirement is for 9,464 (pairs) of Army Tactical Style Elbow Pads. Design is one size fits most, in the color of BLACK. MUST BE U.S. Made and Berry Amendment Compliant. The Government will award as firm fixed price type contract, for base requirement (CLIN 0001). Offerors must use the spreadsheets to fill in proposed pricing and delivery. Delivery terms are F.O.B. Origin - OCONUS. Shipping will be arranged by a freight forwarder from the offerors OCONUS location. The vendor will not be responsible for shipping charges. The vendor will be responsible for the packaging and marking of material and for contacting freight forwarder to arrange for materiel pick up. In addition to the required documentation, these items MUST be shipped with a placard no smaller than 11 quote mark x 17 quote mark on all visible sides of the pallet or container in clear, bold English letters stating quote mark THESE ITEMS ARE ALLOCATED FOR THE AFGHAN NATIONAL CIVIL ORDER POLICE DESIGNATOR AF-B-UBO quote mark. The Government's desired delivery is 42 days ARO. Offerors must provide a delivery schedule with their proposal, which shall be filled in on the parts lists. The provision at 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. In accordance with FAR52.212-2 Evaluation Factors- (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: The evaluation criterion for this solicitation is Lowest Price Technically Acceptable (LPTA) as defined in FAR 15.101-2. It is anticipated that adequate price competition, as defined by FAR 15.403-1(c)(1)(i), will result and certified cost or pricing data (FAR 15.403-3) will NOT be required. Therefore, offeror proposed prices will ONLY be evaluated for price reasonableness. Offers will be considered technically acceptable if they supply all of the required items with the correct National Stock Number classifications listed in each CLIN. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. A completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, must be provided with it offer.
