- UPDATE 27 March 2014- NOTICE OF INTENT PEO STRI Product Manager for Air and Command Tactical Trainers (PM ACTT), Assistant Product Manager (APM) AVCATT has a requirement to reduce the HVAC operating cost, and improve upon the efficiency and reliability of the system. Based on the market research that has been conducted through Request for Information (RFI), demonstrations, and Pre-Proposal Conference (PPC), a determination has been made that this effort will be solicited as a 100% small-business-set-aside under NAICS Code 333415, with a size standard of 750 employees. Per this decision, any firm desiring to participate as a prime contractor in this solicitation must be recognized as a Small Business Concern under NAICS Code 333415, in accordance with FAR 19.301. For those interested Small Businesses, please familiarize yourself with the Limitations on Subcontracting requirements under FAR 52.219-14. The resultant AVCATT HVAC Upgrade contract will be a standalone contract with an 18 month period of performance, primarily Firm-Fixed-Price (FFP) effort. This is a SYNOPSIS FOR CONTRACTING BY NEGOTIATION in accordance with FAR Part 15, as supplemented with additional information included in this notice. This synopsis is provided for informational purposes and is not to be considered a request for proposal.
