SOLICITATION NUMBER: HHS-NIH-NIDA-SS132 TITLE: Microfluidizer Processor INTRODUCTION This is a Sources Sought notice. This is NOT a solicitation, request for proposals (RFP), proposal abstracts, nor a request for quotations (RFQ). The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources that includes; (1) other than small businesses (large businesses, education institutions, non-profits, etc.); (2) small businesses sources; (3) HubZone small businesses; (4) service-disabled small businesses; (5) veteran-owned small businesses; (6) 8(a) small businesses; (7) veteran-owned small businesses; (8) woman-owned small businesses; (9) small disadvantaged businesses; and (10) private contractors and consultants, who can perform the requirements of the size classification relative to the North American Industry Classification System (NAICS) code as specified below. This notice is issued to help determine the availability of qualified companies technically capable of meeting the Government requirement and to determine the method of acquisition. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals or quotes. No award will be made as a result of this notice. The Government will NOT be responsible for any costs incurred by the respondents to this notice. The notice is strictly for research and information purposes only. The information requested will assist the Government in determining the appropriate acquisition method, including whether a small business social-economic set-aside, competitive or non-competitive method is possible, and to determine the availability of qualified companies technically capable of meeting the Government's requirement. ALL organizations with the capability and availability to perform the requirement under the applicable NAICS code are invited to submit a response to this notice. NORTH AMERICAN CLASSIFICATION SYSTEM (NAICS) CODE The NAICS code applicable to this requirement is 541712 - RESEARCH AND DEVELOPMENT IN THE PHYSICAL, ENGINEERING, AND LIFE SCIENCES (EXCEPT BIOTECHNOLOGY) and the associated small business size standard is 500 employees. PROJECT BACKGROUND/DESCRIPTION This acquisition is necessary for preparation of cytoskeletal regulatory proteins purified and characterized in the laboratory. We routinely need to lyse bacterial and yeasts cells in order to purify our proteins of interest. The proteins that we purify using this microfluidizer are important for advancing our understanding of the basic physical chemical phenomena that underpin the function of human cells in health and defined thus: "Our mission is to seek fundamental knowledge about the nature and behavior of living systems and the application of that knowledge to enhance health, lengthen life, and reduce the burdens of illness and disability." CONTRACTORS REQUIREMENT The microfluidizer uses the patented technology of Microfluidics fixed-geometry fluid processors. The processors disrupt cells by forcing the cell sample at high pressure through a proprietary interaction chamber containing a narrow channel that generates the highest shear rates commercially available. The ultra-high shear rates allow for: processing of more difficult samples, fewer repeat passes to ensure optimum sample processing. It should be noted that the Microfluidizer® systems provide a highly reproducible, convenient, and efficient method for cell lysis. The fixed geometry of the interaction chamber offers direct scalability from laboratory scale (20 ml) to production scale (several liters) with a short processing time and without the possibility of cross contamination between samples. Multiple Research Groups will use the Microfluidizer. This will replace the defunct instrument used in the Laboratory to prepare protein samples according to existing and optimized experimental protocols. Features of this system include: -System obtains minimum shear rate of 7.1 million sec-1 at 30,000 psi operating pressure, for maximum processing efficiency - System retains product in energy zone for 3-5 nanoseconds for minimal heating was observed during the process -System operates at a flow rate of 110 ml/min on water at 30,000 psi for rapid product processing - System processes sample continuously at maximum operating pressure using electric power as the only utility from: 11OV/20 amp plug in wall connection - System has submersible Interaction Chamber and a 10 foots long coiled single pass heat exchanger for maximum heat removal and bioactivity in processed sample - System utilizes monolithic polycrystalline diamond in the energy zone of the Interaction Chamber for minimum wear and no product contamination - System can automatically stop processing product without exceeding set operating pressure upon accidental downstream pipeline closure for operator safety - System is capable of chemical sterilization on all product contact surfaces for absolute sterility control Multiple research groups will use the Microfluidizer. It will replace the defunct instrument used in the laboratory to prepare protein samples according to existing and optimized experimental protocols. CAPABILITY STATEMENT /INFORMATION SOUGHT Respondents must provide, as part of their responses, clear and convincing documentation of their capacility of providing the item(s) specified in this notice that meet the salient physical, functional, or performance characteristic of the item specified herein. The response should include the product or catalog number(s); product descrption; estimated price; estimated shipping or handling costs; l and any other information or factors as applicable may be considered such as, past performance; special features of the supply or service required for effective program performance; trade-in considerations; probable life of the item selected as compared with that of a comparable item; warranty considerations; maintenance availability; environmental and energy efficiency considerations; and delivery terms. The respondent must also provide their DUNS number, organization name, address, point of contact, and size and type of business (e.g., 8(a), HubZone, etc) pursuant to the applicable NAICS code and any other information that may be helpful in developing or finalizing the acquisition requirements. All responses to this sources sought notice must be submitted electronically (via email) to Andrea McGee, Contract Specialist @ andrea.mcgee@nih.gov. on or before April 8, 2014 12:00 p.m. eastern time. Facsimile responses will be accepted at 301-480-1358. The response must in in Microsoft Word, Adobe PDF format using 11-point or 12-point font, 8-1/2" x 11" paper size, with 1" top, bottom, left and right margins, and with single or double spacing. CONCLUDING STATEMENTS Disclaimer and Important Notes. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. Confidentiality. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
