Description
THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. No solicitation will be issued. This is a notice of intent to award a sole source contract in accordance to FAR 6.302-1(a)(2), authorized or required by statue. This is a one-time procurement. The VISN 10 Network Contracting Office intends to award a sole source procurement with Siemens Healthcare Diagnostics to purchase: A. General Information 1.0 Introduction The Department of Veterans Affairs (VA) in Chillicothe, OH requires an internet based Integrated Library Systems (ILS) for the Health Sciences and Veterans Libraries. The ILS will have a catalog module, circulation module, serials module, and an online patron access catalog (OPAC) service. Vendor provides a web-based fully Integrated Library Management System (ILS) that will allow library electronic and print resources to be integrated, linked and searched. Performance Period: One year from date of award. Objectives The desired goals are to: Provide medical center wide access from the employee's desktop to a web-based catalog of information resources available to medical center staff. The web-based catalog can be used on a daily basis by all VA staff to research materials (books, journals, media) held by the library. Provide library staff with desktop access to an Integrated Library System that will enable them to perform daily administrative library functions to include but not limited to the purchase, cataloging, and circulation of all types of materials. In addition, the ILS will enable library staff to create reports related to purchasing decisions, collection usage, overdue patron notices, collection maintenance, and to import MARC records. 2.0 Scope of Work The vendor will provide: 2.01 Vendor hosted web-based catalog, circulation, serials, and patron access catalog accessible from any computer on the medical center network. 2.02 Online Public Access Catalog accessible from the desktop for medical center employees to library resources. 2.03 Circulation Module functions to include online check-in and check-out of library materials, tracking of overdue materials, printing of overdue notices, and other related circulation functions required for the maintenance and tracking of library materials such as usage reports. 2.04 Serials Module functions include the ability to manage the receipting, tracking and claiming of journal issues, and to maintain holdings statements and acquisitions information. 2.05 Cataloging Module functions includes online performance of duties necessary for the maintenance of a library collection consisting of monographs, serials, and audiovisual materials, the ability to import electronic cataloging records in MARC format, and create reports on collection statistical data (i.e. number of items, copies, materials weeded, etc.) 2.06 Technical support to Library staff via toll-free telephone assistance, e-mail, or online service during normal duty day Monday - Friday 6:00 AM - 5:00 PM CST. 2.07 Server and software to hos database at vendor's physical location and all software upgrades as they are released. 2.08 The system must be available 99% of the time. 2.09 The solution must be Software as a Service (SaaS) delivery module. 2.1 Usability 2.2.1 Navigation within the system is logical and is easy to use. 2.2.2 The product has "user friendly" help and direction aids". 2.2 Access, content, support 2.2.1 The product is compatible with most standard web browsers, which have cookies enabled. To insure privacy, the product uses session cookies rather than persistent cookies. 2.2.2 The product is compatible with the Windows environment. 2.2.3 Maintenance and Sustainment Support is the responsibility of the vendor. This includes tech support to Chillicothe VA Medical Center Library staff. 2.2.4 Unlimited Web OPAC users. 2.2.5 Training available on-line and if necessary in person to ensure all staff members are familiar with the current and upgraded features of the product services for the duration of the contract. The procurement will be for the VAMC Cincinnati, Ohio. The estimated amounted is $8,026.00. The Government believes that EOS International is the only company that can satisfy the agency requirements. Therefore, the Government intends to proceed with sole source procurement for the required equipment. To the best of our knowledge EOS International is the only source that provides the above indicated services. The North American Industry Classification System (NAICS) code for this acquisition is 511210 and the size standard is 500 employees. This is not a request for proposals; however, an interested party may e-mail a written capability statement for these required items, which shall not exceed two (2) pages in length. Interested parties may submit their capability statement, which may or may not be considered by the agency via email to Jeffrey.black2@va.gov no later than 3:00 PM EDT on April 2, 2014. If no responses are received, the Cincinnati VA Medical Center will proceed with sole source procurement with EOS International.
