- The Naval Surface Warfare Center Carderock Division (NSWCCD), Philadelphia, PA intends to solicit, on an unrestricted basis, for the following items, which will be deliverable to NSWCCD West Bethesda, MD. One (1) deuterium-deuterium (D-D) fast neutron generator One (1) deuterium-tritium (D-T) neutron generator Each neutron generator shall be capable of Interfacing with a Government Furnished Computer, use a connecting cable of no less than 50' to enable remote shutdown, and operate with control software, a graphical user interface or HyperTerminal serial command interface. Safe operation features are to include a flashing red lamp, a separate remote emergency shut- down box, and a multiple key lock for neutron generation "ON and OFF." A Compact Disc containing the technical manual and instructions for routine operations shall be provided. The requiring specification will apply: Operating within a temperature range of 0-40O C. Operating for approximately 3000 hours (typical tube life) at neutron fluxes of 3x108 n/s for the D-T generator and 3x106 n/sec for the D-D generator, depending upon selections of beam currents and high voltage settings to produce a given yield of fast neutrons from each generator. D-T Maximum Yield, n/sec 3 x108 n/sec D -D Maximum Yield, n/sec 3 x106 n/sec Operating at Maximum High Voltage of 130 kV; reliable beam current range of 30-80 μA. Operating at target HV of 130 kV in either continuous or pulsed mode with a pulse frequency range of 1-20 kHz, minimum pulse width, of ~5 up to 100's of μsec. Operating with "wall" voltages of either 110 or 220 V AC. Each generator shall consume less than or equal to 75 watts of power to run in a continuous mode of operation, ranging up to 100 watts in high-frequency > 100 Hz, or pulsed operation. A full list of requirements and associated ordering data shall be set forth within the written solicitation. The equipment will be acquired in accordance with Federal Acquisition Regulation (FAR) Part 13.5 Test Program for Certain Commercial Items. One or more of the items under this acquisition is subject to Free Trade Agreements. One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. The solicitation is expected to result in a Firm Fixed Price (FFP) contract. Upon its release, the solicitation will be made available electronically at www.fbo.gov. A hard copy of the solicitation will not be made available. Telephone requests are not authorized and shall not be accepted.
