Description
This is a SOURCES SOUGHT SYNOPSIS and is for informational/market research purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BIDS, NOR A SYNOPSIS OF A PROPOSED CONTRACT ACTION UNDER FAR SUBPART 5.2. The U.S. Army Corps of Engineers, Portland District, has been task to solicit for and award a project/procurement for Hydroelectric Power and Pumping Plant Engineering, Design and Analysis Services. Proposes project will be a competitive, firm-fixed price contract. The type of solicitation to be issued will depend upon the responses to this synopsis. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. NO SOLICITATION IS CURRENTLY AVAILABLE. The U.S. Army Corps of Engineers (USACE) - Portland District (NWP) is conducting market research for an anticipated A-E service and intends to award up to two Indefinite delivery/indefinite quantity (IDIQ) contracts for a 5 year $9M total capacity per contract. The type of set-aside decision(s) to be issued depend upon the responses to this sources sought announcement and associated market research. The anticipated contract period of performance is for five years. The total contract capacity is estimated at 9M. The estimated minimum task order amount is $1,000.00 and the estimated maximum task order amount will not exceed the contract amount. Responses are to be sent via email to: Kathleen.d.seitz@usace.army.mil NAICS Code: 541330 Small Business Size Standard: $14.0 (Million) Federal Service Code: C219 The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of the industry, to include the Small Business Community: Small Business, 8(a) firms, Historically Underutilized Business Zones (HUB-Zone), Economically Disadvantaged Women-Owned Small Business (EDWOSB), and Service-Disabled Veteran-Owned Small Business (SDVOSB). The Government must determine whether there is adequate competition among the potential pool of responsible contractors. Small Business, 8(a), HUBZone, EDWOSB, and SDVOSBs are highly encouraged to respond. Project Description: Providing Hydroelectric Power and Pumping Plant Engineering, Design and Analysis Services. This solicitation will be for Architect-Engineer (A/E) Services. This Indefinite Delivery Indefinite Quantity contract is being procured in accordance with the Brooks Act and implemented in FAR Subpart 36.6. The Architect-Engineer (A/E) services will be required to support the national hydroelectric powerhouse and pumping plant engineering, design and analysis activities of the U.S. Army Corps of Engineers (USACE) Hydroelectric Design Center (HDC), and the Hydropower Analysis Center (HAC), Portland, Oregon. Prior Government contract work is required for submitting a response under this sources sought synopsis. The official Synopsis citing the solicitation number will be issued on Federal Business Opportunities www.fbo.gov and will provide information on what is to be submitted. Firms response to this Synopsis shall be limited to 5 pages and shall include the following information: 1.Firm's name, address, point of contact, phone number, and e-mail address. 2.Firm's interest in responding to the Synopsis when it is issued. 3.Provide any general information on the Firm's Experience/Capabilities as they pertain to the A-E services outlined in this requirement and the self performance requirements. 4.Provide up to three to five examples of A-E services projects performed within the past 3 years Experience: Contractor must provide a brief description of similar projects, customer name, timeliness of performance, and customer satisfaction and dollar value of the project. Minimum of 3 but no more than 5 similar jobs. If proposing as a Teaming Arrangement, Joint Venture and/or Mentor-Prot g, the examples provided must be submitted as a team and not as separate firms. 5.Firm's small business category and Business Size (Small Business, Section 8(a), Historically Underutilized Business Zone (HUB0Zone), Women Owned, Economically Disadvantaged Women-Owned Small Business, Service-Disabled Veteran-Owned Small Business (SDVOSB), and Historical Black Colleges and Minority Institutions (HBCU/;MI) include the HBCU/MI) 6.Firm's Joint Venture Information if applicable - existing Responses will be shared with the Government and the project team, but otherwise will be held in strict confidence.
