Description
The U.S. Department of State's Bureau of Diplomatic Security (DS) needs maintenance and support of existing live fire Prism Systems domestic and deployed overseas. DS provides professional instruction to members of the Department's specialized security forces which includes Special Agents, Regional Security Officers, Security Engineering Officers, Construction Surveillance Technicians, Marine Security Guards, and others locals overseas. The work involves firearm operating instruction; shoot/don't shoot judgment training. Current shooting simulation systems have parts that have worn out and require replacement, the software need of updates so the digital scenarios are compatible with existing DS operated training curriculum. DS needs the following services: Inspect and recalibrate the live fire shot systems in the field, replace reflective tape. Make adjustments to Linatex screen frame and distance behind sensors to optimize performance. Inspect and repair all fire systems components associated with the performance. Install v4.7 software upgrade, make all necessary configuration changes. Provide refresher training for Department of State training personnel time permitting. Test and user acceptance of all changes with Department of State training staff. Clean, repair, replace worn parts, upgrade system software, and calibrate at least six (6) live-fire PRISim systems and three (3) pneumatic laser systems. GENERAL Cubic Defense Systems has acquired the PRISim and Quick Range product lines formerly owned by Advanced Interactive Systems (AIS). The DS-owned PRISim systems - live-fire and laser are in need periodic maintenance and system upgrading in order to assure continued operational capabilities. SPECIFIC A maintenance provider shall reconfigure, repair, and upgrade components of the pneumatic laser systems in the Tactical Maze, and the live-fire systems in the ‘Quick Range' in order to bring them to full functionality. All work shall be performed on-site by Subject Matter Experts. All work will be performed in Summit Point, WV, other possible US locations and a few locations overseas. Work shall include a no charge software upgrade to v4.7. On site work shall include the following: Live fire systems • Inspect and recalibrate the live fire PRISim firearms systems. Will include the shot detection system and calibration performance improvement. • Complete replacement of reflective tape. • Make adjustments to Linatex screen frame and distance behind sensors to optimize performance. • Inspect and repair all live fire system components associated with the system performance. • Install v4.7 software upgrade, make all necessary configuration changes. • Refresher training for Department of State training personnel time permitting. • Test and user acceptance of all changes with Department of State training staff.   Tactical Maze Dry fire / CO2 recoil systems • Repair broken M-4 rifle, test. • Separate the systems such that all three are not controlled by one IOS.  System 1, on the right side of the room should be the tethered weapon system.  Systems 2 and 3 on the center and left side of the room should be pistol / M-4 systems. • Install v4.7 software upgrade, make all necessary configuration changes. • Add Department of State pistol / rifle rounds to the ballistics engine. • Refresher training for Department of State training personnel time permitting. • Test and user acceptance of all changes with Department of State training staff. • A complete report detailing the services performed. Examples of maintenance work and locations needed for this level of effort will include: PRISim simulation system inspection in Djibouti, two (2) sites. Estimated three (3) full days in Djibouti. PRISim simulation system inspection in Senegal, one (1) site. Estimated two (2) full days in Dakar. The maintenance provider will produce a survey report for each site including pictures, identifying problems, plan of action to remedy situation and recommendations to get all systems maintained properly for functioning. Any minor defects are detected or routine software system upgrades during site survey which can be fixed on the spot within allocated period of time, the engineer should undertake those repairs on site. All the systems currently installed in our Africa countries are installed and housed within the country's law enforcement organization, not on any US facilities. In Djibouti, one unit is with the GIGN (CRT) and the other is at the National Police Academy. In Senegal, the unit is with the Invention Police Battalion (BIP). All systems require periodic maintenance and software upgrades. Our partner nations have obligated their own funds and resources to upgrade their facilities and installed sufficient electrical power to ensure these systems can operate properly. We will need a service provider to go out to remote sites and maintain existing live fire ranges in the field. --------------------------------------------------- If your firm can provide the aforementioned commercial services, please respond to this notice with the following information: 1. Include information on all warranty, maintenance or service life offered with the solution. All participation is purely voluntary and shall incur no costs to the Government.
