- The Federal Highway Administration (FHWA) intends to award a sole source purchase order to the Resource Systems Group (RSG) to develop and apply an approach that can be used to more reliably estimate, and annually update, intercity bus ridership volumes based on empirical observations of the number of bus services actually operated. Intercity bus ridership estimates for the year 2008 were developed as part of the FHWA's Traffic Analysis Framework (TAF) Multimodal Interregional Passenger Travel Origin Destination Data Project that was completed in April 2013. Those estimates were based on extrapolations from the 1995 American Travel Survey and a review of the estimates indicates that the TAF estimates were likely too low. RSG has significant knowledge of the TAF passenger estimates for bus travel. Additionally, RSG has a long history in transportation market research that is key to completing this project. Lastly, two noted national experts on intercity bus transportation will be assisting the RSG team on this project. The proposed action is for services which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. This notice of intent is not a request for competitive proposals. All responsible sources may submit a response identifying their interest and capability to respond to this requirement. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This is a Simplified Acquisition and the total estimated value is not to exceed $102,000; the anticipated award date is in April, 2014.
