Description
SITE VISIT: Only one site visit will be conducted by the Bureau of Land Management on April 8, 2014, 10:00 a.m. Mountain Daylight Savings Time (MDT) at Red Cliffs Recreation Site, 15 miles North of St. George, UT. Point of Contact is Brian Kunk, (435) 865-3062 or bkunk@blm.gov. Documents have been updated for the site visit. This is a funded acquisition. In accordance with the attached Specifications and Drawings, the Bureau of Land Management (BLM) requires the contractor to supply the transportation, equipment, labor, and materials to complete the construction of two, single lane, vehicular bridges within the Red Cliffs Recreation Area approximately 15 miles north of St. George, Utah. The foundations for both bridges are shallow spread footing foundations that will require moderate structural excavation and some rock excavation to excavate to the required foundation depth approximately 5 to 10 ft. below the existing ground. Construction of Bridge 1 involves the construction of approximately 25 ft. tall concrete abutments and wingwalls and significant embankment construction behind each abutment. Construction of Bridge 2 involves the construction of approximately 15 ft. tall concrete abutments and wingwalls and minor embankment construction behind each abutment. Both superstructures will consist of a prefabricated, self-weathering steel superstructure with a timber wearing surface. Construction of both bridges will also involve road base construction, asphalt paving, riprap installation, guardrail installation, and installation of erosion control products. The work also includes an Option A Bid Schedule (ALL or NONE) for the construction of a Visitor Contact Station. The Visitor Contact Station construction includes earth work cut and fill, grading, concrete foundation and flatwork construction, road base construction, and asphalt paving. The Visitor Contact Station building is not included in this work. Access to the site is limited by 11"- 9"tall concrete culverts passing under both directions of Interstate 15. The contractor will be responsible for complying with Utah Department of Transportation off-highway access regulations and for constructing temporary off-highway access points to allow larger construction equipment to access the site. The Red Cliffs Campground will be closed to the public during construction. There no known special restrictions or geographical limitations or any known special capabilities or disciplines needed for contract performance on the requirement. The estimated magnitude of the requirement in terms of physical characteristics and estimated price range is between $500,000 and $1,000,000. There are bonding requirements. The latitude and longitude of Bridge 1 are approximately 37.20732N and 113.39678W. The latitude and longitude of Bridge 2 are approximately 37.22470N and 113.40625W. The latitude and longitude of the Entrance Station are approximately 37.20843N and 113.39915W. SET-ASIDE INFORMATION: This requirement is 100% set aside for Small Business vendors only under NAICS 237310; size standard $33.5 million. The solicitation will be available on or about April 25, 2014 with the solicitation closing date 30 calendars days after posting. This date is subject to change. At that time, potential offerors may obtain an electronic copy of the solicitation ONLY at http://www.fedconnect.net. No hard copies of the solicitation will be provided.
