Description
The Department of Veterans Affairs has established a sole source Basic Ordering Agreement (BOA) with Coordinating Council for Independent Living for Homemaker Home Health Aide services. The BOA was issued to ensure continuity of care to our Veterans and to avoid the possibility of a service stoppage which could have proved injurious to Veterans. In accordance with FAR 6.302-2 and 41 USC 253(c)(2), a BOA was issued for one year from date of award. This notice is not a request for proposals or information. Please direct any questions to Krista Shreet at krista.shreet@va.gov _____________________________________________________________________________________ 1.Contracting Activity: Department of Veterans Affairs, NCO 5, 849 International Dr., Ste. 450, Linthicum, MD 21090 2.Nature and/or Description of the Action Being Processed: In accordance with the VHA Standard Operating Procedure (SOP) for Other Than Full and Open Competition Procurements, the Martinsburg VA Medical Center (MT VAMC) requests approval to extend incumbent contract to West Virginia's Choice to provide Homemaker Home Health Aide (H/HHA) services to eligible Veterans, in the absence of which would require nursing home placement. H/HHA services will be furnished to Veterans in the community for whom such care is specifically authorized by the MT VAMC. Provide Home Care Services to include Registered Nurse/Case Manager to VA patients. The government intends to negotiate a logical follow-on Basic Ordering Agreement (BOA) for the existing H/HHA services currently being provided by West Virginia's Choice. 3.Description of Supplies/Services Required to Meet the Agency's Needs: This action is for a basic ordering agreement for a period of one year from date of award, estimated as 02/15/2014, in accordance with FAR 6.302-2, Unusual and Compelling Urgency and 41 U.S.C. 253(c)(2). The Home Health Care ensures that the provision of planned programming designated to furnish Home Care Services as described herein as authorized by Martinsburg VAMC. Agencies can furnish either Home Health Aide or Homemaker Services, or both. West Virginia's Choice, hereafter referred to as "H/HHA" will provide care to include: activities of daily living, instrumental activities of daily living, homemaker services, home health aide services, personal care services, and respite care. Striving to meet healthcare needs and promote maximum wellbeing, a break in continuity of care to our Veterans would prove detrimental and negatively impact the quality of life for this aged Veteran population who require critical assisted services and supportive environment. The follow-on Ordering Agreement will mirror the Homemaker/Home Health Aide services West Virginia's Choice is currently providing. The total estimated value of the acquisition is $32,000. 4.Statutory Authority Permitting Other than Full and Open Competition: FAR 6.302-2 and 41 U.S.C. 253(c)(2): Unusual and Compelling Urgency 5.Demonstration that the Contractor's Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority): As noted in paragraph 3, H/HHA services are essential to the provision of planned programming designed to promote social and health related services to aging veterans in the service area who are no longer able to manage independently or who are isolated without an essential support network to facilitate needed care services. A break in the continuity of care to our veterans would prove detrimental and negatively impact the wellbeing of the aged veteran population who require assisted services and the benefit of a supportive environment that would serve both veterans and their caregivers. 6.Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable: Synopsis of this procurement action was not submitted to FedBizOpps due to the urgent need for these services, in accordance with FAR 5. 202(a)(2). The contracting office will provide the availability of the justification, in accordance with FAR 6.305(b). 7.Determination by the Contracting Officer that the Anticipated Cost to the Government will be Fair and Reasonable: MT VAMC has used data from the VA Benchmark Rates for Home Health Services CY2014, effective 1/1/2014 to provide the Fiscal Year 2014 H/HHA per diem rates. 8.Description of the Market Research Conducted and the Results, or a Statement of the Reasons Market Research Was Not Conducted: This contractor is successfully providing services to Veterans, is knowledgeable of VA procedures and requirements. Long term veterans are acclimated to the adult day care staff and have adjusted to the facility's environment. At this critical phase, changing current staff and environment would be emotionally and mentally disruptive to their well-being as well as, to their families and caregivers. Furthermore, a change in contractors would affect associated costs, in terms of new acquisition package submissions, reviews, and inspections. 9.Any Other Facts Supporting the Use of Other than Full and Open Competition: All pertinent facts have been noted above. 10.Listing of Sources that Expressed, in Writing, an Interest in the Acquisition: N/A 11.A Statement of the Actions, if any, the Agency May Take to Remove or Overcome any Barriers to Competition before Making subsequent acquisitions for the supplies or services required: Due to the urgency of the requirement, the intent of the requirement serves as a stop-gap measure to obviate the possibility of a service stoppage which will prove injurious to veterans. VISN 5 Contracting Office has been working collaboratively with VHA to prepare consolidated procedures to address overcoming future barriers to the procurement process of medical care provisions. In addition, achieving a more streamlines approach that shortens extended lead times on all Medical Sharing acquisitions- required for Medical Sharing Office (MSO) reviews- would ameliorate a procurement process currently causing long term contract awards longer PALT to create, negotiate, and award.
