- The purpose of amendment 0002 is to provide the following questions and answers: Q1. Solicitation indicates the following: quote mark A 1. When submitting RFQ, state in a cover letter than your firm is registered in SAM and that the ORCA has been completed and is up to date. When you refer to RFQ, do you mean when I submit the quote to the Army? In other terms, I do NOT need to submit the statement/Cover letter at the present time? A1. The RFQ refers to the offeror's quote and there is no need to submit a cover letter prior to submitting the quote. It is best that offerors prepare one complete quote package to include a cover letter in accordance with the solicitation and submit it in its entirety. Offerors must submit their complete quote by the closing date of the notice in order to be considered for an award. Late submissions cannot be accepted. Q2. Regarding the subject Solicitation Number... In preparing a response, I am trying to ascertain how many mechanical PCT Applications each of our attorneys have filed. I ran a report off of the WIPO website which lists all PCT applications filed. Each one is assigned to a class, one of which is 'Mechanical Engineering; Lighting; Heating; Weapons; Blasting'. However, many of the applications are assigned to other classes even though we would consider them to be mechanical in nature. So, when counting the mechanical PCT Applications filed, do I count only those assigned to class 'F' by WIPO, or do I count all of those we would consider to be mechanical in nature? To be clear, I would like to apply your answer to the US patents portion of the response also, as well as the solicitations for Chemical Engineering and Electrical Engineering. Thank you! A2. Offerors, when counting their PCT applications filed should count all PCT applications filed that are considered by the offeror to be either of the following: mechanical, chemical, electrical, and/or computer systems in nature. Q3. Please advise regarding method of proposal submission? Will an e-mail with attachments to your attention be sufficient? I do not see the Solicitation in FedConnect. A3. Quotes submitted through email with attachments to the attention of the POC in the notice are acceptable. The solicitation is posted via ASFI and automatically transferred to www.fbo.gov. FedConnect is not used by the Army Contracting Command (ACC) for the posting of solicitations. Q4. On FBO do we as a company need to submit our interest to submit a response? A4. Offerors do not need to submit their interest prior to submitting the quote. All other terms and conditions remain the same.
