- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. This solicitation, reference number N61340-14-T-0058 incorporates the provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-72.The associated NAICS code for this requirement is 511210 with a business size of $25M. NAWCTSD ™s specific requirements as it relates to our needs are as follows: 1 Copy of Xplane-10 DVD set 36 USB keys for Xplane-10 Pro version Market research was conducted and it was found that this software is proprietary to X-Plane and can only be provided and supported by them. Sole Source Justification on file dated 21 March 2014. Quotes shall include best delivery terms. Delivery shall be made FOB destination to: Naval Survival Training Institute ATTN: LCDR Scheeler 55 Radford Blvd., Bldg. 3860, Suite 211 Pensacola, FL 32508-1091 Evaluation Criteria: The Government will award a purchase order resulting from this RFQ to the responsible offeror whose offer conforming to this notice will be the most advantageous, representing the best value to the Government. A firm fixed price purchase order will be awarded. If quotes are received, the Government will award on a lowest price technically acceptable basis to the offeror meeting the specifications of this RFQ. Best value is expected to result from the selection of the technically acceptable quote with the lowest evaluated price. The failure of an offeror to provide information sufficient to determine conformance with the solicitation may result in the offeror being ineligible for award. This proposal evaluation and award is a streamlined evaluation and award conducted pursuant to FAR 12.602 and FAR 13.106-2. Under these FAR provisions, the government is not required to use formal source selection procedures of FAR subpart 15.3. Accordingly, this contract evaluation and award is not being conducted using formal source selection procedures of FAR subpart 15.3.
