- The intent of this notice is to identify potential offerors for market research purposes and to determine if commercial sources are available. The information will be used within the U.S. Navy but will not be disclosed outside the agency. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. The Naval Facilities Engineering Command (NAVFAC) Far East is seeking qualified, professional labor that are licensed to conduct business in Singapore for Architectural-Engineering contracts. The planned scope of work will be an indefinite-delivery, indefinite-quantity (ID/IQ) ordering arrangement, where firm fixed-price projects are assigned by issuance of task orders as requirements arise. The proposed contract shall not exceed one (1) base year plus four (4) option year periods for the same professional services, and is to satisfy a new requirement where there is no incumbent contractor. The maximum amount of all orders in the base period will not exceed Singaporean Dollars SGD 798,780. In addition, the total amount of task orders issued in each option period will not exceed Singaporean Dollars SGD 798,780. A minimum fee of Singaporean Dollar SGD 13,313 will be guaranteed for the base year with no minimum fee guarantee for any option years. Architect-Engineering and Engineering Services that may be required under this contract include that the Architect-Engineer (A-E) shall provide design and engineering services for the preparation of construction plans, specifications, design analyses, cost estimates, studies, and design-build requests for proposal (RFPs) primarily for renovation projects at various locations in Singapore that may include multi-disciplinary architectural/engineering teams. The types of renovation projects will primarily include, but not be limited to residential, business and light industrial type occupancies. Cost estimates shall be prepared and based in Singapore dollars. Post Construction Award Services (PCAS) may also be included as required. Work shall be performed in accordance with Unified Facilities Criteria (UFC) 1- 300-9N, Design Procedures, available on the National Institute of Building Sciences Whole Building Design Guide (WBDG) website: http://www.wbdg.org/references/pa_dod.php and Environmental Governing Standards (EGS) applicable in Singapore, and, as applicable, other U.S. and Singapore regulations. The North American Industry Classification System (NAICS) is 541330, Engineering Services. This industry comprises establishments primarily engaged in applying physical laws and principles of engineering in the design, development, and utilization of machines, materials, instruments, structures, processes, and systems. The assignments undertaken by these establishments may involve any of the following activities: provision of advice, preparation of feasibility studies, preparation of preliminary and final plans and designs, provision of technical services during the construction or installation phase, inspection and evaluation of engineering projects, and related services.
