JMAS IV contracts will be indefinite delivery, indefinite quantity (IDIQ) contracts using fixed price, labor hour, and time-and-material task orders. It is anticipated that between three and six contracts will be awarded to responsible contractors who offer the best value based on the evaluation of price and technical factors. Selection of awardees will be based on a trade-off between technical expertise and price, in which technical expertise will be significantly more important than price. Task orders competed and awarded under JMAS IV contracts will provide a broad range of engineering, programming, and related technical services for the development and maintenance of a variety of AOUSC information technology systems/programs and telecommunications networks. JMAS IV contracts will have a period of performance of one base year and four option years, with possible six-month extension. Award is planned to be made in the summer/fall of 2014, with task orders starting after November 1, 2014. The solicitation is formatted using Standard Form SF-33, including Sections A through M. The solicitation has 11 attachments which are included in this posting. Interested contractors should carefully read the entire solicitation and its attachments. The AOUSC is located in the Thurgood Marshall Federal Judiciary Building in Washington, DC, with additional offices in San Antonio, Texas, and Phoenix, Arizona. Most of the work will be conducted in those three locations. Proposals are due for submittal no later than April 23, 11:00 am, ET. Questions regarding the solicitation are due no later than April 11, 3:00 pm ET and are to be directed to the contracting officer listed in the posting.
