Sample Expts Glossary This Amendment 1 is being issued to include two (2) attachments and to extend the Due Date for proposals. 1. Please see Section four of this notice for the Glossary.txt attachment and for the SampleExpts.txt attachment. 2. UPDATE: This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 05-72. ALL OTHER NOTICE INFORMATION REMAINS THE SAME. THIS IS A COMBINED SYNOPSIS/SOLICITATION PREPARED IN ACCORDANCE WITH THE FORMAT IN FEDERAL ACQUISITION REGULATIONS (FAR) SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; THEREFORE A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number NB688000-14-01562 is issued as a request for proposal (RFP). This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 05-72. The associated North American Industrial Classification System (NAICS) code for this procurement is 541511 with a small business size standard of $25M. HOWEVER, In consideration, and pursuant to FAR 19.502-2(b), there is not a reasonable expectation of obtaining offers from two or more responsible small business concerns that are competitive in terms of market prices, quality, and delivery. Therefore it is in the best interest of the government to solicit this requirement as a FULL AND OPEN COMPETITION. The National Institute of Standards and Technology (NIST) Acquisition Management Division intends to procure the development of highly technical and customized software, which will be an essential element for all experiments carried out in the Ion Storage Group in the Time and Frequency Division. A Sources Sought notification was previously posted from 12/5/13 to 12/20/13, via NB688000-14-9999. The project is complex and involves a number of independent but tightly interconnected pieces of software, including firmware and gateware written for an FPGA (Field-Programmable Gate Array) using only open-source components (to ensure portability). The successful contractor must have substantial experience with software design, FPGA programming, high-performance timing applications with FPGAs, and interfacing FPGAs with other hardware elements (digital I/O, memory, communications). The successful contractor must also have demonstrated the ability to develop such systems using only open-source, maximally platform-independent elements. This is crucial to the value of the software by allowing it to accommodate inevitable hardware changes and upgrades (which are much less expensive and time-consuming than the software development). Furthermore, the successful contractor must be able to collaborate with a group of basic research scientists, understanding their scientific goals and experimental needs in detail and translating this into architecture, feature sets, and capabilities for the software that will maximize value to the scientists. This is a difficult task for which many otherwise technically qualified bidders may not be well suited. Demonstration of successful previous collaborations of this nature with high-profile scientific groups is very important in selecting the best offer.
