- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Synopsis/Solicitation for SVAD - Data Acquisition This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quote (RFQ) and the reference number is W9124Q-14-Q-TDAS2. The offeror must be an authorized dealer and must quote on all or none basis. Written proposals are required (oral offers will not be accepted). Submission of proposals must be in accordance with FAR 52.212-1, Instructions to Offerors-Commercial Items. The Survivability, Vulnerability and Assessment Directorate at White Sands Missile Range has a requirement to purchase Temperature Data Acquisition Systems. Please see attached description list for further details of the requirement. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer is the Best Value for the Government and conforming to the solicitation the most advantageous to the Government. Please include CAGE Code, DUNS, Tax Identification Number, FOB Destination, and Discount Terms. Availability and how long it will take to effect shipment. This is a full and open competition. The NAICS Code is 334515 and the size standard is 500 employees. NO USED OR REMANUFACTURED PRODUCTS WILL BE ACCEPTED. No GREY market items. The items needed are: CLIN 0001: Ethernet-Based, 16-Bit, 200 kHz Data Acquisition System, Part # DaqbOOK/2001, Manufacturer: IOTech, 8 Each. CLIN 0002: 16-Channel Differential Voltage Input Module, Part # DBK85, Manufacturer: IOTech. 32 Each. CLIN 0003: Ribbon Cable for use with DBK devices, Part # CA-37-4, Manufacturer: IOTech, 8 Each. There will be an option period from 1 May 2014 - 30 April 2015 (or from the date of the contract) for the purchase of additional items as follows: CLIN 1001: Ethernet-Based, 16-Bit, 200 kHz Data Acquisition System, Part # DaqbOOK/2001, Manufacturer: IOTech, 5 Each. There will be no shipping CLIN. Shipping will be FOB Destination and will be priced into the items. Submitted quotes must be valid for at least 30 days after the solicitation closing. The following clauses and provisions are applicable to this solicitation. FAR 52.212-2, Evaluation--Commercial Items (Jan 1999), applies to this acquisition. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (1) technical capability of the item offered to meet or exceed the Government's requirement and (2) price. The Government intends to award to one vendor on an all or none basis. A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Offerors must submit, along with their offer, a copy of the completed representations and certifications as prescribed in FAR provision 52.213-3, Offeror Representations and Certifications-Commercial Items (Aug 2009).
