- NOTICE OF INTENT TO AWARD SIMPLIFIED ACQUISITION USING OTHER THAN FULL AND OPEN COMPETITION FOR PCMHI TRAINING, PRESENTATIONS AND COMMITTEE FACILITATION The solicitation number is VA262-14-Q-0592. The NAICS Code is 541720. The small business size standard is $19M. The Government intends to solicit and negotiate with one source under the authority of FAR 13.106-1(b)(1). The proposed sole source is for the following services: The contractor will attend at least 5 VISN 22, two-day in person trainings in which he will participate and present as a Primary Care-Mental Health Integrated (PCMHI) Care Management expert. The contractor will participate in weekly national Care Manager training calls in which he will serve as a moderator and presenter. The contractor will also participate in bimonthly national Care Manager Community calls, in which he will serve as a moderator and presenter. The contractor will serve as a subject matter expert to the National PCMHI program office on care management, program evaluation and implementation issues. The contractor will participate as a member of the subgroup for Integrating Mental Health Into Patient Aligned Care Team (PACT) (IMHIP} and PCMHI Training and Education by participating in monthly calls and carrying out subgroup tasks as required, in order to support PCMHI national implementation, fidelity, and sustainability. The contractor will function as co-leader of the PCMH Mental Health Quality Enhancement Research Initiative (MHQUERI) Workgroup, coordinating meetings and ensuring that workgroup tasks are assigned and carried out in a timely and efficient manner. The contractor's unique qualifications are as follows: Dr. Edmund Chaney is a recognized expert in depression care delivery and research, with over 30 years of clinical and research experience at the VA Puget Sound Healthcare System. His experiences with implementation of the collaborative care model for depression in primary care include roles as Co-Principal Investigator of the TIDES, WAVES and ReTIDES projects, and of the VA HSR&D Project MOOD, a depression improvement study using the collaborative care chronic illness model for depression care delivery. Dr. Chaney has also conducted extensive research on improving treatment outcomes for patients with chronic illness, chronic pain, and substance abuse. After the TIDES model was adopted by the VA as one of the approved Mental Health/Primary Care Integration care management models, Dr. Chaney provided training nationally under the auspices of EES to VA health staff adopting the TIDES model. He has also contributed to the development of national training materials under the auspices of the VA Program Office for Primary Care-Mental Health Integration. More recently, he has provided consultation on integrating co-located mental health staff into ambulatory care PACT Teamlets- one of the chief PACT Laboratory goals. Given his extensive background and his years of experience in the area of integrating mental health care with primary care services, especially for care of patients with depression, Dr. Chaney is uniquely qualified to continue to assist the HSR&D Center of Innovation and VISN 22 PACT Laboratory with implementation of collaborative care and to assist with expanding the knowledge base regarding patient and contextual factors that may influence outcomes of primary care collaborative management implementation efforts. Dr. Chaney has performed these services in the past for VAGLA. The trainings are in support of PCMHI activities at various sites and are individualized to the expressed needs of the site, which are assessed before the training is scheduled. Trainings tend to be of two different types - one type for sites that have new PCMHI care management staff (including those sites that may have had staff turnover) and who therefore need training in basics. The other training type is for sites that have had a previous training in basics and are growing their PCMHI program, either by doing care management with patients with more complex comorbidities or integrating their care with the Primary Care PACT teams and PCMHI co-located care providers. The trainings evolve and are responsive to the recommendations of the VA national PCMHI Program Office and to the expanding evidence base for effective care management strategies for patients with mental health treatment needs in primary care. Changing Vendors for the next stage of the project may impact the continuity and progress of work for the group, particularly now what the project is in its final year (end: September 30, 2014) and results must be derived in the coming months. Bringing in someone new who does not possess the same understanding and specificity of the work being carried out (and carried out in the past)could potentially slow down progress. By utilizing Dr. Chaney's services, the HSR&D Center of Excellence will be able to have this work performed by someone with vast experience working with this research effort and without the expense to find, hire and train someone else. This notice of intent is not a request for competitive quotations; however, any quotation received IAW the attached Statement of Work within five (5) days of the issuance of this notice will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
