- SOW This Sources Sought/Request for Information (RFI) notice is for planning purposes only and is issued in accordance with FAR Provision 52.215-3 provided at: http://www.acquisition.gov/far/current/html/52_215.html#wp1144503. No solicitation document exists at this time. Issuance of this notice does not constitute any obligation on the part of the Government to procure these items or services to issue a solicitation. In addition, the Government is under no obligation to pay for information submitted in response to this RFI, and responses to this notice cannot be accepted as offers. Any information that the vendor considers proprietary should be clearly marked as such. The applicable NAICS Code is 541990 - Other Professional, Scientific, and Technical Services, which has a corresponding size standard of $14 Million. The Eastern Region Acquisition Division (ERAD) of the National Oceanic and Atmospheric (NOAA) 200 Granby Street, Suite 800, Norfolk, VA 23510, is seeking information from potential sources for the National Weather Service (NWS), Eastern Region (ER), for the National Weather Service (NWS) Weather Forecast Office (WFO) for their Upper Air Observation program at Raleigh, North Carolina. The objective of this requirement is to continue the upper air observation program currently being conducted at the Greensboro, NC Upper Air facility in such a manner that the highest possible quality data is available to the program's many users. NOAA contemplates award of a Firm-Fixed Price type contract. The period of performance for these services is expected to take place July 1, 2014 through June 30, 2019 (Base Period with four (4) one (1) year option periods). Background Information: The NWS WFO at Raleigh, NC conducts an upper air observation program at the Weather Service Contract Meteorological Observatory (WSCMO) at Greensboro, NC, which meets a variety of needs and serves a variety of users. Upper Air observations are taken and coded for the operational use of meteorologists and hydrologists, as well as for international dissemination. Capability Statement Objectives and Requirements: This request is issued for the purpose of exchanging information to improve the understanding of industry capabilities, thereby allowing potential offerors to judge whether or how they can satisfy the Government's requirements, and enhancing the Government's ability to obtain services, at reasonable cost and price, and increase efficiency in proposal preparation, proposal evaluation, negotiation, and contract award. The National Oceanic & Atmospheric Administration's (NOAA) National Weather Service (NWS) Eastern Region (ER) is seeking the following information: (a) Potential respondents shall provide capability statements that describe how they would successfully provide service under the Upper Air Observation program at the NWS WSCMO in Greensboro, North Carolina, in accordance with the attached draft Statement of Work (SOW) dated March 17, 2014, provided as Attachment 1. (b) A statement regarding current size of the company under the North American Classification System Code (NAICS) is 541990 - Other Professional, Scientific, and Technical Services, which has a corresponding size standard of $14 Million. All response and response contents to this notice will be considered information only and will not be binding on the parties. All information submitted in response to this announcement is voluntary; the United States Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the United States government.
