- This Special Notice constitutes the only solicitation. A written solicitation will not be issued. Solicitation number HSCG38-14-Q-010082 is issued as a Special Notice of Intent to Award to a fully capable Small Business repair/retread vendor. With exception of the Aircraft OEM or material OEM, a capable repair/retread vendor must be deemed capable by USCG Aviation Logistics Center Medium Range Surveillance Division's Engineering Department (ALC MRS) and therefore must be a FAA Certified Repair Facility, and/or an OEM Approved Repair Facility, be in legal possession of all current OEM Data required to complete the repair/retread, and be able to certify that final testing will be conducted at their facility and no other facility. Vendors who do not meet the capability requirement will not be considered and should not respond. If not previously deemed capable by ALC MRS Engineering, vendors who believe they would otherwise qualify based on the aforementioned criteria are encouraged to contact Bryan.P.Bray@uscg.mil for a capability evaluation and determination toward future awards consideration. The applicable North American Industry Classification Standard Code is 488190. The Coast Guard intends to issue a SMALL BUSINESS SET-ASIDE Not-To-Exceed post assessment firm fixed price repair/retread order to an OEM (Goodyear - Cage Code 73842) Authorized and Capable Repair/Retread Facility, for repair using OEM Proprietary Data for the following item(s): 78 Each NSN 2620-01-439-6189, P/N 112T06-3, MLG AIRCRAFT TIRE (Repair IAW GOODYEAR AIRCTAFT TIRE CARE AND MAINTENANCE MANUAL REVISED 10/04) The Coast Guard does not own nor can provide the OEM's Repair Manuals, Service Bulletins, or Proprietary Data. The Aircraft OEM is EADS CONSTRUCCIONES AERONAUTICASS.A. DBA EADS CASA, AV. DE ARAGON 404, MADRID, ESP E-28022, Cage Code 0117B., and their domestic facility Cage Code is 0DAF1. The material OEM is Goodyear Tire and Rubber Co. Cage Code 73842. The closing date for this intent to award notice is April 7, 2014 at 4:00 pm EST. Anticipated award date is no later than April 9, 2014, with an anticipated required delivery date of all items on or before May 16, 2014.
