Sources Sought This is a SOURCES SOUGHT SYNOPSIS. This announcement seeks information from industry, which will be used for preliminary planning purposes. No quotes are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR QUOTES AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. Respondents will not be notified of the results of this synopsis. The type of solicitation to be issued will depend upon the responses to this synopsis. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of industry, to include the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Women Owned, Economically Disadvantaged Women-Owned Small Business, Service-Disabled Veteran-Owned Small Business (SDVOSB),Small Disadvantage Business, Veteran Owned, and Historical Black Colleges and Minority Institutions (HBCU/MI). The Government must ensure there is adequate competition among the potential pool of responsible contractors. Small business, Section 8(a), HUBZone and SDVOSB businesses are highly encouraged to participate. The Directorate of Public Works - Fort Belvoir (DPW-FB) needs to prepare a Master Stormwater Pollution Prevention Plan (SWPPP) specifically addressing the 2013 - 2018 Municipal Separate Storm Sewer System (MS4) Permit requirements for SWPPP development. Fort Belvoir's MS4 permit requires the development and implementation of a SWPPP for all high-priority facilities. High priority facilities are to be identified during the first year of permit coverage and the SWPPP needs to be developed and implemented within the second year of permit coverage. In addition, the SWPPP will incorporate SWPPP requirements of Fort Belvoir's Industrial Stormwater Permit. Work under this contract is intended to insure compliance with the MS4 Permit (1 July 2013 - 30 June 2018) Minimum Control Measure # 6 Pollution prevention/good housekeeping for Municipal Operations (9VAC25-890-40 Section IIB.6) and Fort Belvoir's new Industrial Stormwater Major Virginia Pollutant Discharge Elimination System (VPDES) Permit VA0092771 (9VAC25-151-80), currently in a draft submittal with the Virginia Department of Environmental Quality (VADEQ). Fort Belvoir hosts a variety of mission activities where operations and maintenance of municipal facilities may have MS4 Permit implications, specifically the potential for illicit discharges into the storm sewer system if materials and waste streams are not managed properly. The level of complexity is moderate to high because there are multiple activities and facilities on post that have the potential for illicit discharge. In addition, Fort Belvoir has an MS4 permit that requires a SWPPP as well as a VPDES Major Industrial Permit that requires a SWPPP. The Master SWPPP will incorporate requirements of both permits. Fort Belvoir consists of Fort Belvoir Main Post, and three (3) additional non-contiguous parcels. Fort Belvoir Main Post (7,800 acres) is located near the Mount Vernon area of Fairfax County, Virginia, approximately twenty (20) miles south of Washington DC. Fort Belvoir North Area (FBNA, 804 acres) is located in the Springfield area of Fairfax County, Virginia, approximately three (3) miles north of Fort Belvoir Main Post. Mark Center (16 acres) is located within the City of Alexandria, approximately ten (10) miles northeast of Main Post. Rivanna Station (76 acres) is located in the Charlottesville area of Albemarle County, approximately 95 miles west of Fort Belvoir Main Post. At a minimum, work under this contract would accomplish the following objectives: Fulfill the MS4 Permit requirement to develop a Fort Belvoir site-specific SWPPP to address each type of municipal facility (composting facilities, public works yards, recycling facilities, salt storage facilities, solid waste handling and transfer facilities and vehicle storage and maintenance yards); Fulfill the Industrial Stormwater Permit requirements to develop and maintain Best Management Practices (BMPs) for sector specific activities at each Industrial Stormwater Outfall (31-32 Permit Outfalls); Utilize the US Environmental Protection Agency (EPA) Developing Your Stormwater Pollution Prevention Plan - A Guide for Industrial Operators dated February 2009 to develop Fort Belvoir's Master SWPPP located at http://www.epa.gov/npdes/pubs/industrial_swppp_guide.pdf; Utilize the Virginia 2009 VPDES Industrial Stormwater SWPPP requirements located at: http://www.deq.virginia.gov/Portals/0/DEQ/Water/PollutionDischargeElimination/IndustrialSWGP2009-SWPPPRequirements.pdf as a guide in developing the SWPPP; Fulfill the MS4 Permit requirement to have a SWPPP for high priority facilities; Fulfill the MS4 Permit and Industrial Permit requirement to have written procedures and inspection checklists to address conducting an annual comprehensive site compliance evaluation; Fulfill stormwater permit requirements to have a written inspection and maintenance schedule for site specific source controls and Best Management Practices (BMPs); Incorporate Sector Specific SWPPP requirements The Government intends to award a Firm Fixed Price contract with a Period of Performance of one year. The primary place of performance will be at the contractor's site. For additional information please see the attached Performance Work Statement (PWS). Interested contractors are asked to provide the following: 1.Documentation that demonstrates three (3) years of experience and knowledge in SWPPP development 2.An example of a SWPPP that was completed within the past three (3) years for a Virginia MS4 Permit or a Virginia Industrial Stormwater Permit. The capability statements for this Sources Sought market survey are not expected to be proposals, but rather documentation regarding the company's existing experience in relation to the areas specified in the PWS.
