Description

VA South Texas Health Care System (VASTHCS) anticipates awarding a Firm Fixed Price Construction Contract for the South Texas VA Replace HVAC Units at Audie L. Murphy Division, (ALMD), Pipe Space and Update Control Ground Level. The project number is 671-11-113 and is located at the Audie L. Murphy, VA Medical Center, San Antonio, Texas 78229. The Scope of Work: The Contractor shall provide construction services for the replacement of Air Handlers in accordance with the Specifications and Drawings: Replace two (2) Air Handlers on the Pipe Space Floor Zone A at ALMD (HV-PS-1B and HV-PS-3A), and updates Ground Level four (4) air handlers (AC-B-1A, HV-B-1A, AC-B-2A and HV-B-2A). Base Bid project will demo, air handlers (HV-PS-1B, HV-PS-3A) as asbestos items because they contain asbestos chalking. Install lighting, smoke detectors, duct detectors, controls to include VFD's, sensors, electrical motorize outer dampers and DDC chill water control and all attached system components for a compete and operational system. The Contractor shall update air handlers (AC-B-1A, HV-B-1A, AC-B-2A and HV-B-2A) with controls to include VFD's, sensors, electrical motorize outer dampers and DDC chill water control and all attached system components for a complete and operational system. Contractor shall also update Andover System graphics with controls of all six (6) units. Contractor shall Test and balance each major trunk to be identified by Contract Officer Representative (COR) before and after each installation of new units. These units are original to the facility, approximately thirty (30) years old and serve area such as the PBX Operators, Energy Plant, Energy System, Morgue, Pharmacy storage, Electric Switchgear, Paint, HVAC, Electric Shops, EMS Offices and Linen Offices. To replace the units and upgrade to electronic controls from pneumatic will improve the life and reliability of the units as well as to make them more energy efficient. All work is to be accomplished at Audie L Murphy Hospital, San Antonio, Texas. Work includes design for construction, alterations, mechanical and electrical work, utility systems, necessary removal of existing structures and construction and certain other items. The current Design Manual can be found on the VA web site currently located at: http://www.cfm.va.gov/til/dManual.asp The period of performance is 270 calendar days after receipt of Notice to Proceed (NTP) The method of procurement shall be Invitation For Bid (IFB) in accordance with FAR Part 14 and FAR Part 36, with an estimated solicitation release date of on or about May 1, 2014 and a bid due date of on or about June 2, 2014. Award is anticipated to be made in accordance with FAR Part 14, Sealed Bidding. The VA reserves the right to use only Federal Business Opportunities/FedBizOpps (FBO) website - www.fbo.gov via the internet, to provide notification of any amendments to this requirement and to post the subsequent IFB solicitation. It is the contractor's responsibility to view the FBO website daily for any amendments to this requirement and to obtain the IFB, Specification, and Drawings. This procurement is a competitive offer and the solicitation will be advertised as 100% set-aside for Service Disabled Veterans Owned Small Businesses (SDVOSB), under Public Law 109-461 (38 USC 8127), offers received from other than SDVOSB concerns will not be considered. The NAICS Code is 236220, with a business size standard of $33.5 Million. Probable Cost Range: $500,000.00 through $1,000,000.00
