- The National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics Branch (DCEG), Occupational and Environmental Epidemiology Branch (OEEB), plans to procure on a sole source basis support on enhancement of the OccIdeas for the AsiaLymph study, from Data Scientists PTY LTD, 28 Railway PDE, Loganlea, Queensland, Australia 4131. This acquisition will be processed in accordance with simplified acquisitions procedures as stated in FAR Part 13 13.106-1(b)(1) and is exempt for the requirements of FAR Part 6. The North American Industry Classification System code is 518210 and the business size standard is $30.0 million. Only one award will be made as a result of this solicitation. The contract will be awarded as a firm fixed price type contract. In addition, the award will be for one year only; however, the exact period of performance has not been determined at this time. It has been determined there are no opportunities to acquire green products or services for this procurement. The Division of Cancer Epidemiology and Genetics (DCEG) is a research program of the National Cancer Institute (NCI), one of the National Institutes of Health (NIH). The Division is the world's most comprehensive cancer epidemiology research group. And, the Occupational and Environmental Epidemiology Branch (OEEB) an epidemiology and biostatistics program within DCEG conducts interdisciplinary research to identify occupational, environmental, and other factors affecting cancer risk, characterize exposure-response relationships, identify susceptible populations and gene-environment interactions, clarify biological mechanisms of action, evaluate risk factors for tumor subtypes defined at the histologic and molecular level, and improve research methods for occupational investigations. This procurement is designed to obtain The National Cancer Institute funded hospital-based case-control study of lymphoma (AsiaLymph) is being conducted in Taiwan, Hong Kong, and mainland China. AsiaLymph is utilizing a CAPI with the integration of the occupational exposure assessment tool OccIdeas. The data is being collected using offline computer tablets and then transferred to the AsiaLymph study server. Support is needed to troubleshoot and enhance the data being collected by AsiaLymph's customized version of OccIdeas. The consistent and proper functioning of OccIdeas is critical for the collection of the AsiaLymph data. To successfully maintain and enhance OccIdeas, the contractor must have substantial experience efficiently and productively working within the virtual OccIdeas platform as well as considerable experience managing and maintaining complex and sophisticated databases and servers. Data Scientists Pty Ltd has experience working with OccIdeas as well as the AsiaLymph databases and servers, which is required for the completion of this contract. Data Scientists Pty Ltd, is the only known institution that can successfully enhance these systems. And given, Data Scientists Pty Ltd.'s unique knowledge, experience and capability to carry out the terms of this contract, NCI knows of no other contractor able to provide this service. This is not a solicitation for competitive quotations. However, if any interested party especially small business, believes they can meet the above requirement, they may submit a capability statement, proposal, or quotation which will be considered by the agency. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. Responses must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on, April 15, 2014. All responses and questions must be in writing and can be faxed (240) 276-5401 or emailed to Gwennifer Epps, Contracting Officer at eppsg@mail.nih.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA), through sam.gov.
