SOURCES SOUGHT SYNOPSIS For Real Estate Appraisal and Valuation Services - Fort Detrick Energy Iniatives Task Force (EITF) Appraisal of Three (3) Parcels Sited at Parcel B at Fort Detrick Military Reservation in Frederick, Frederick County, Maryland This is a SOURCES SOUGHT SYNOPSIS. This announcement seeks information from industry, which will be used for preliminary planning purposes. No quotes are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR QUOTES AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS Respondents will not be notified of the results of this synopsis. The U.S. Army Corps of Engineers - Baltimore District has been tasked to solicit for and award a project/procurement for Real Estate Appraisal and Valuation Services for Fort Detrick, Maryland. Proposed project will be a competitive, firm-fixed price contract. The type of solicitation to be issued will depend upon the responses to this synopsis. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of industry, to include the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Women Owned, Economically Disadvantaged Women-Owned Small Business, Service-Disabled Veteran-Owned Small Business (SDVOSB),Small Disadvantage Business, Veteran Owned, and Historical Black Colleges and Minority Institutions (HBCU/MI) include HBCU/MI. The Government must ensure there is adequate competition among the potential pool of responsible contractors. Small business, Section 8(a), HUBZone and SDVOSB businesses are highly encouraged to participate.. Description/Scope of Work: The Contractor is required to provide an estimate of market value and to determine market rent of the subject land parcels as a solar farm located at Fort Detrick Military Reservation in the City of Frederick, within Frederick County in the State of Maryland. The Contractor will provide the following: A.The appraisal report is to be prepared in compliance with the Uniform Standards of Professional Appraisal Practice (USPAP), 2014-2015. B.Definitions: There are two valuations required: 1. MARKET VALUE: The value to be estimated by the appraiser is the market value: quote mark the amount of cash, or on terms reasonably equivalent to cash, for which in all probability the property would have sold on the effective date of the appraisal, after a reasonable exposure time on the open competitive market, from a willing and reasonably knowledgeable seller to a willing and reasonably knowledgeable buyer, with neither acting under any compulsion to buy or sell, giving due consideration to all available economic uses of the property at the time of the appraisal. quote mark 2. VALUE IN USE: The subject properties will be developed as a solar farm. The appraiser may make an extraordinary assumption that the solar farm is feasible to qualify for the highest and best use feasibility test. Value in Use or Use Value is defined as: quote mark The value a property has for a specific use. quote mark Market Rent For Highest and Best Use and Market Rent for Value in Use as a Solar Farm The most probable rent that a property should bring in a competitive and open market reflecting all conditions and restrictions of the specified lease agreement including term, rental adjustment and revaluation, permitted uses, use restrictions, and expense obligations; the lessee and lessor each acting prudently and knowledgeably, and assuming consummation of a lease contract as of a specified date and the passing of the leasehold from lessor to lessee under conditions whereby: Lessee and lessor are typically motivated. Both parties are well informed or well advised, and acting in what they consider their best interests. A reasonable time is allowed for exposure in the open market. The rent payment is made in terms of cash in United States dollars, and is expressed as an amount per time period consistent with the payment schedule of the lease contract. The rental amount represents the normal consideration for the property lease unaffected by special fees or concessions granted by anyone associated with the transaction. C.Assumptions: 1. Currently, there is no vehicular access to the subject property other than via the various gates to Area B and its interior roads; for this analysis, access is assumed to be granted by the U.S. Army over its lands. 2. AREA B is an EPA Superfund Site. The values presented within this report are not to be reflective of any costs associated with the cleanup of the subject parcels (related Area B's status as a Superfund site). The appraisal can therefore be predicated on the basis of the property quote mark as clean quote mark. 3. The appraiser may assume that all utilities are available to the subject properties. 4. This appraisal is not to employ any other extraordinary assumptions. D.Hypothetical Conditions: The appraiser may include a hypothetical condition that the appraised properties are valued as clean in accordance with D.2 above. E.Extraordinary Assumptions: If necessary the appraiser may use an extraordinary assumption to determine market value and to determine market rent for the subject as a solar farm. H. Field Verifications: 1. Solar Farm - The Designated Un-Useable Areas are not suitable for a Solar Farm and Net Useable Areas are to be assumed correct. 2. Highest and Best Use - While the Designated Un-Useable Areas on Parcel A are not suitable for a Solar Farm they may well be sufficient for support or use to the land's Highest and Best Use. Appraiser to see, observe and report whether this area is to be considered Net Useable Area. The capped landfill area embedded in the center of parcel may not be disturbed in any case. I.Historic issues: Assumption that there are no historic structures on the subject parcels. J.Environmental contamination on Fort Detrick: Area B exists in the form of hazardous and toxic waste or materials and possible unexploded ordinance (UXO). It will be the responsibility of the U.S. Army to clean up and remediate. The appraisal can therefore be predicated on the basis of the property quote mark as clean quote mark for conveyance purposes. Subject wetlands shall be delineated by reference to municipal and state wetland maps and their acreages designated as a protected property class not available for development. The appraisal shall report the status of subject wetlands and show a net effective acreage of the property excluding wetlands. L. Solar Farm Criteria and Technical Data: Solar Farm Criteria and Technical Data may be obtained from the RFP dated November 2012; and SP0600-13-R-0402 on FedBizOpps.gov (https://www.fbo.gov) and all subsequent amendments of public record. Unusual conditions will be determined by the Contracting Officer's Representative at the Fort Detrick and conveyed to the Contractor. The Government will not pay for services not performed. NAICS Code: 531320 Small Business Size Standard: $7.0M Federal Service Code: R411 The official Synopsis citing the solicitation number will be issued on Federal Business Opportunities www.fbo.gov and inviting firms to register electronically to receive a copy of the solicitation when it is issued. Firm's response to this Synopsis shall be limited to 5 pages and shall include the following information: 1. Firm's name, address, point of contact, phone number, and e-mail address. 2. Firm's interest in bidding on the solicitation when it is issued. 3. Experience: Contractor must provide a brief description of similar projects, customer name, timeliness of the performance, and customer satisfaction and dollar value of the project. Minimum of 3 but no more than 5 similar jobs. 4. Firm's small business category and Business Size (Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Women Owned, Economically Disadvantaged Women-Owned Small Business, Service-Disabled Veteran-Owned Small Business (SDVOSB), and Historical Black Colleges and Minority Institutions (HBCU/MI) include HBCU/MI. 5. Firm's Joint Venture information if applicable - existing Interested Firm's shall respond to this Sources Sought Synopsis no later than 1:00 P.M. EST on Thursday, 03 April 2014.
