- Notice of Intent The Department of Transportation, Maritime Administration (MARAD), Office of Acquisition intends to award a sole source bridge contract under the authority of 10 U.S.C. 2304(c)(1) - FAR 6.302-1(a)(2)(ii)(B) - Only one responsible source and no other supplies or services will satisfy agency requirements. The bridge will be issued for the continuation of Sewage Treatment Service. This bridge is necessary to allow time to formally compete this requirement. Former company -The Village of Great Neck, bought out by Great Neck Water Pollution Control District provides sewage treatment services to the United States Merchant Marine Academy (USMMA) in Kings Point, New York. The Maritime Administration operates the USMMA, located in the Village of Kings Point, Long Island, New York, for the purpose of training officers for the American merchant marine. The sewer system beneath the USMMA grounds is owned by the Federal government and, in addition to the USMMA, is connected and provides services to twelve neighboring private residences under contractual agreements. The USMMA possesses no sewage treatment or disposal facilities. Sewage is pumped from a central pumping station to the sewage plant of the neighboring Great Neck Water Pollution Control District (GNWPCD), a municipal corporation. These services are provided under contract number DTMA1U080001. Great Neck Water Pollution Control District is a large business concern. No source other than the incumbent can satisfy this short-term need given the transition period that would be required, and conducting a follow-on acquisition for this need would result in unacceptable delays in fulfilling the agency's requirement. MARAD intends to award a sole source bridge to ensure there is no lapse in services while the competitive process for the follow-on acquisition is completed. The period of performance for this bridge contract is April 1, 2014 through September 30, 2014. The NAICS code for this requirement is 221320 Sewage Treatment Facilities. This notice is not a request for competitive quotes. MARAD intend to re-compete the requirement 3 rd Quarter of FY 2014. A Sources Sought Notice was issued on Fbo.gov under notice number 2014Sewage Treatment Service. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Contracting Officer. MARAD will not be responsible for any costs incurred by an interested party responding to this notice.
