- 1.Action Code: Presolicitation Notice 2.Class Code: 83 3.Subject: Purchase US Corps of Engineer Flags and Pennants for various District Offices 4.Solicitation: W912BU-14-T-0001 5.Set-Aside code: SB 6.Response Date: 5 May 2014 7.Place of Performance: Various District Offices 8.Description: This is a synopsis for the acquisition of U.S. Corps of Engineer Flags (various sizes including safety flags) and Pennants (District/Division in various sizes) to be solicited as a commercial item in accordance with the format set forth in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. Payment will be made by each requesting USACE District/Project Office using Government Purchase Card/Visa. This Solicitation will be issued as a Request for Quote and shall be designated Solicitation Number W912BU-14-T-0001. The Solicitation is expected to be available for viewing and downloading by potential contractors on or about 4 April 2014. Solicitation documents, plans and specifications will only be available via the Federal Business Opportunities (FBO) homepage located at https://www.fbo.gov/. It is the contractor's responsibility to monitor FBO for any amendments. Solicitation documents will only be furnished on the website; hard copies will NOT be available. Prospective contractors must submit a responsive quote, together with a bid sample, by 5 May 2014 at 1300 hours (EDT). It is the intention of the U.S. Army Corps of Engineers, Philadelphia District, to solicit quotes from potential Contractors to Purchase U.S. Corps of Engineer flags and pennants for our various District offices. The Government intends to award a firm, fixed priced contract from the Solicitation to the responsible prospective Contractor whose offer, conforming to the Solicitation, will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) technical capability of the item offered to meet the Government requirement (sample of Item 0001) (ii) past performance, and (iii) price. Technical factors, when combined, are equally as important as price. Contractors should provide information concerning these factors along with their price quote. Contractors must also make a positive statement that they have the ability/resources to receive a Government Payment Card (GPC)/VISA Card as individual payment from each of the ordering Districts or Units. This Solicitation also requests that prospective bidders produce a bid sample (Item 0001, 12 quote mark hoist by 18 quote mark fly Engineer Flag) along with their quote (see FAR clause 52.214-20 contained in the Solicitation). In addition, this Solicitation is being issued as 100% set-aside for small business. The North American Industry Classification System (NAICS) Code for this acquisition is 314999 and the Standard Industrial Classification (SIC) Code for this acquisition is 2399, with a size standard of 500 employees.. All contractors must be registered in the DODs System for Award Management (SAM) system at http://www.sam.gov. Information on getting registered may be obtained on the website.
