2014 NLRB ADMINISTRATIVE LAW JUDGES' CONFERENCE August 19 - 22, 2014 - Chicago, Illinois DESCRIPTION: This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Proposal (RFP) #NLRB-EDV-14-001. This RFP will result in the award of a Firm Fixed Price contract for hotel lodging, food and beverage, and conference rooms for the National Labor Relations Board's Administrative Judges' Conference to be held in Chicago, Illinois. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-72, effective January 30, 2014. OVERVIEW: The National Labor Relations Board is an independent federal agency created by Congress in 1935 to administer the National Labor Relations Act, the primary law governing relations between unions and employers in the private sector. The statute guarantees the right of employees to organize and to bargain collectively with their employers and to engage in other protected concerted activity with or without a union, or to refrain from all such activity. The purpose of this agency-wide Administrative Law Judges' Conference is to provide information-sharing and discussion on issues of prime concern to the Agency's administrative law judges. Conference accommodations for 50 individuals should include up to 50 sleeping rooms (as described below in Part A) at or below the government per diem rate for a four-day conference beginning on Tuesday, August 19, 2014, and ending on Friday, August, 22, 2014. Participants will arrive on Tuesday and depart the hotel on Friday. Early arrivals shall have the option of leaving their luggage in a secure room within the hotel. Property Details: The hotel must provide conference accommodations to include meeting rooms and related services and lodging for up to 50 people. The hotel must be located in a safe area in downtown Chicago that is convenient to the airport and public transportation and within reasonable walking distance of a variety of restaurants. The downtown lakeshore and river areas are the most desirable locations both for the conference, restaurants and other activities. Conference participants should have access to a business center with high speed internet access. An on-premises exercise facility with state-of-the-art equipment must be available to all conferees. REQUIREMENTS: Part A: SLEEPING ROOMS for 50 people for three nights with check-in on Tuesday, August 19 and check-out on Friday, August 22. All of these rooms shall be furnished with well-appointed comfortable furnishings. Rooms should have free WIFI/internet connection. The sleeping accommodation pricing will be less than, or equal to, the Federal government per diem rate for the geographic location. Offerors must include in their response whether or not their facility has any available rooms to accommodate the handicapped as well as a room set aside for smokers, which may or may not be needed for this conference. Hotels must be in compliance with required fire regulations. Part B: OTHER CONFERENCE-RELATED SPACE REQUIREMETS: 1. Office and Registration Areas: One (1) lockable office area with two rectangular tables, six (6) comfortable chairs, a message board, and enough space to store conference materials; e.g., boxes of three-ring participant binders, blocks of paper and writing utensils, laptops, if necessary, and miscellaneous audio-visual equipment. The office should be in close proximity to the general session room, and it should have two telephone/fax lines for direct incoming and outgoing calls as well as free WIFI internet, if needed. The room should be large enough to provide space for up to 25 people to gather for discussion purposes. The temporary NLRB office must be available no later than 5 p.m. on Monday August 18 and remain available until 7 p.m. on Friday, August 22. An office with windows is preferred. 2. A Room for the Awards Reception from 5:30 p.m. to 7:00 p.m. on Tuesday, August 19. This room shall be spacious enough to comfortably accommodate up to 50 people. It should contain round tables with seating for a minimum of 6 people at each table, a podium with a microphone, and a small skirted table immediately next to the podium on which awards will be placed. * Both hot and cold appetizers will be provided by the hotel during the awards ceremony, and there will be a competitively priced cash bar in or close to the room. A small registration table will be positioned outside of the entrance to the room. *Please Note: Federal Government policy does not permit a guaranteed amount of food and beverage revenue 3. MEETING SPACE FOR PLENARY SESSIONS: a. One (1) General Session Room, preferably with windows and good lighting must be available on Wednesday & Thursday from 7 a.m. to 6 p.m. The General Session Room must be spacious enough to comfortably accommodate approximately 50 people. It is to be set up with crescent-round style tables with seating for six (6) people per round table. A pitcher of ice water, a minimum of 6 glasses and note paper should be on each table and ice water should be refreshed during the break in the morning and again in the afternoon. b. A skirted rectangular table to accommodate up to four (4) presenters should be on a riser at the front of the room. A microphone should be available for each of the four presenters. A separate rostrum with microphone should be placed in front and to the side of the riser. c. A second skirted rectangular table that will be used for conference supplies and final registration shall be located in the back of the room. There shall be three chairs at this table. d. A/V Equipment for Meeting Room shall include an LCD Projector Package to include, but not limited to, an LCD projector, screen, A/V cart with a multiple-plug extension cord, at least one lavaliere microphone and two stationary microphones and a dependable audio sound system. A technician shall be on call in case of equipment problems. A flipchart and two sets of colored and black wide-tip felt markers should be available in this room. 4. MEETING SPACE FOR ONE BREAK OUT SESSION One (1) separate conference room preferably with windows and good lighting must be available on Thursday, August 21st, from 1 p.m. to 4 p.m. The conference room must be spacious enough to comfortably accommodate approximately 20 people and preferably would be close to the General Session Room used above. It is to be set up with crescent-round style tables with seating for six (6) people per round table. A pitcher of ice water, a minimum of 6 glasses and note paper should be on each table and ice water should be refreshed during the break in the morning and again in the afternoon. A skirted rectangular table to accommodate up to two (2) presenters should be at the front of the room. A microphone should be available for each of the two presenters. 5. LIGHT REFRESHMENTS: The following will be made available on both Wednesday and Thursday: a. Hot and cold beverages outside or in the back of the General Session Room. Should include both decaf and regular coffee and tea, assorted soft drinks and juices, and protein items, assorted baked goods, bagels and cream cheese, and fresh fruit. b. Mid-Morning Refresher of hot and cold items. c. Mid-Afternoon Breaks to include the beverage refresh and a variety of sweets and fruit. 6. GUEST SPEAKER, SIT-DOWN PLATED DINNER ON THURSDAY EVENING 6PM-8:30 PM) (Wednesday night should also be available to accommodate speaker availability) The dining room must be comfortable and spacious to avoid crowding the diners and should accommodate up to 70 people. A menu with competitive pricing is required, and diners should have a choice of at a minimum of three entrees. There should be a podium and microphone in the room for this individual presenting the training session. A cash bar must be available either just outside of the dining room or in the rear of the room. Cash bar must be available from 5:30 to 7:00 p.m. 7. GROUP PHOTO: The selected hotel will work with the Agency to plan a color 8"x10" group photo for our archives. The hotel should be prepared to designate a convenient location for the group photo. If the hotel does not have a photographer of its own, the hotel will suggest names of local photographers that will be considered for the shoot. NLRB reserves the right to select the photo to be duplicated. 8. PARKING: Complimentary overnight non-valet parking for up to 10 cars is desirable. 9. MISCELLANEOUS REQUIREMENTS: a. The hotel will provide additional services that may arise from requests for copying and for audiovisual supplies and equipment. b. The hotel will provide marquees identifying the location of all meeting rooms. c. If requested, the hotel will provide the NLRB designated conference planner with two copies of the printed, confidential master list of room and telephone numbers of NLRB employees. d. The hotel will provide handicapped access and accommodations if needed. For this contract action, the NLRB will NOT consider or accept a proposal submitted by an Offeror that is not a hotel. The RFQ does not require Event Planning Services or 3rd party event planning or consultant services; however, the hotel is expected to provide the NLRB conference planner with ongoing access to a knowledgeable, experienced hotel person designated to respond to questions and needs of the NLRB planners. BASIS FOR AWARD: The NLRB intends to award a Firm Fixed Price Contract. The objective of the NLRB is to select the offer that represents the best value to the government while meeting or exceeding the requirements. All evaluation factors and their relative importance are set forth in this solicitation. A site visit of the facility may be conducted prior to award. The evaluation factors are listed in order of importance. An integrated assessment of Proposals using all evaluation factors found in the solicitation will be the basis for award. The award may be made based on the initial submission, with or without discussion, so contractors should submit Proposals that clearly meet or exceed the requirements of the SOW. All responsible sources may submit a Proposal which shall be considered by the NLRB. All Proposals must confirm in their offer that the facility is compliant with the Hotel and Motel Fire and Safety Act of 1990 (Public Law 101-391) (15 U.S.C. 2201 et seq.) and the American with Disabilities Act (ADA) (Public Law 101-336) (42 U.S.C. 12101 et seq.) The NLRB is a tax exempt federal agency; please do not include any sales taxes in Proposals for which the federal government is exempt. To be eligible for an award, the contractor must be registered in the System for Award Management database (www.sam.gov). EVALUATION CRITERIA: The award will be made to the responsible Proposal whose offer is evaluated as the best value to the Government based on the factors set forth below. Proposals that exceed the NLRB requirements may receive additional consideration under Technical Capabilities. These factors are listed in order of importance. 1. TECHNICAL: a. Proposal will be evaluated for ability to provide all contract requirements, the ability to provide required services on the dates specified, and the size and layouts of meeting rooms and conference office space. b. Lodging Rooms: Size, layout, appearance, and amenities; e.g., no charge for local calls or use of internet/WIFI connections, will be taken into consideration. c. Hotel Facilities/Meeting Room: The quality and appearance of the hotel facilities, the convenience of the general session meeting room location as related to the office space, the atmosphere of the general session room (size, windows, light, sound, obstructions, disruptive construction, etc.); availability and quality of complimentary onsite parking, cash bar and menu selections and A/V equipment will be taken into consideration. d. Location: Walking distance to a variety of restaurants, commuting ease from the nearest airport, safety of hotel neighborhood and location of hotel within previously stated preference of being close to the River Walk area will be taken into consideration. 2. PAST PERFORMANCE: The hotel should provide references for at least three (3) Federal Government contracts for similar work performed with the past three (3) years. The hotel will be evaluated based on customer satisfaction. The contact information for each reference shall include: Contract Value Agency/Company Name/Point of Contact Information Description/Type of Services Provided 3. PROPOSED TOTAL PRICE should be realistic, fair and reasonable in comparison to same or similar services requested by NLRB. Pricing should be provided for the following contract line items(CLIN): CLIN 001 Hotel Lodging for four (4) days and three (3) nights in accordance with the Solicitation; CLIN 002 Meeting Space Rental to include one office, one general session room for up to 50 people as described above; CLIN 003 Food and Beverages Light refreshments for two (2) days in accordance with the Solicitation; an Awards Reception with appetizers and cash bar on one evening; and a plated sit-down dinner with a cash bar on another evening in accordance with the Solicitation; CLIN 004 Audio/Visual and flipchart services and equipment in accordance with the Solicitation; CLIN 005 Miscellaneous Expenses (e.g., Group Photo, extra A/V equipment, copying papers, additional meeting room space, etc.); All non-price evaluation factors when combined are significantly more important than price; however, as Proposals become more equal in their technical merit, the proposed price may become the determining factor for award. The Government intends to evaluate Proposals and make award without discussions; however, this does not preclude the Government from having discussions if it is in the best interest of the Government to do so. In case of a receipt of a large number of Proposals, the evaluation team will evaluate Proposals in phases in order to progressively reduce the number of Proposals being considered for contract award. First, technical Proposals will be evaluated using streamlined methods to eliminate those Proposals that are either unacceptable or are not considered to be as good as Proposals remaining in the competition. a. If a large number of offers still remain, price Proposals will be evaluated to eliminate those Proposals that are either unacceptable or are not considered to be valued as well as Proposals remaining in the competition. b. If a large number of offers still remain, past performance will be evaluated to eliminate those Proposals that are not sufficiently competitive to be selected for award. c. After the number of offers is reduced to a reasonable number, if needed, site visits and/or discussions will be conducted with those remaining in the competition. The decision to eliminate any offers through this contingency procedure does not constitute the establishment of a competitive range, and will not obligate the NLRB to conduct discussions or to solicit or entertain Proposal revisions. PROPOSAL SUBMISSION: Proposals are to provide the requested information in a brief and succinct manner, making every effort to present information clearly and concisely. Proposals should address the requirements of the project consistent with the evaluation criteria described in this Solicitation. Lengthy narratives containing extraneous information are discouraged. All information shall be submitted in English. Proposals that do not follow this format or otherwise include documentation that is difficult to read, may be rejected or may result in a lower evaluation rating. A hotel contract shall be submitted with your technical and price Proposal, along with descriptive literature to include sleeping rooms, meeting room space, diagrams, and square footage and menus. Proposals must indicate whether the hotel agrees to the right of the NLRB to use its own audiovisual and computer equipment and, if there is a cost incurred for connection to hotel sound system or other charges connected to the use of own equipment. The Offeror shall submit a separate technical and cost Proposal that addresses the Statement of Work. Proposals are due by April 14, 2014 at 4:00pm EST via email to Delfina St. Clair at Delfina.StClair@nlrb.gov or by regular email.
