- In accordance with Federal Acquisition Regulation (FAR) 52.215-3, "Request for Information or Solicitation for Planning Purposes" this Sources Sought Notice is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). 1. REQUIREMENT: The Department of Veterans Affairs Program Contracting Activity Central (VA-PCAC) is seeking interested sources (contractors) for a near-future solicitation and procurement to design and construct a Solar Photovoltaic (PV) system at the North Las Vegas VA Medical Center located at 6900 North Pecos Road, North Las Vegas, NV 89086. 2. DESCRIPTION OF WORK: Provide all labor, materials, equipment and qualified supervision necessary to design and construct a fully functioning Photovoltaic Solar System for the North Las Vegas VA Medical Center located at 6900 North Pecos Road, North Las Vegas, NV 89086. The Photovoltaic Solar System shall incorporate the following: "1.5 MW solar farm on approximately 10 acres with ground mounted single axis tracking solar panels; "Carport structures to shade parking spaces for designated parking areas and provide approximately 1.8 MW of power with 12.5 degree tilt fixed solar panels; "Canopy Structure to shade four (4) water storage tanks and provide approximately 160 KW of power with flat or tilt fixed solar panels; "The options to increase capacity of the solar farm by an additional 500 KW; "The option increase capacity of shaded parking areas by an additional 450 KW. Work includes but is not limited to the equipment selection, all structural elements, concrete placement, racking systems, attachments, grounding/bonding, electrical distribution (DC / AC), permitting and installation of a complete photovoltaic solar system. 3. ADMINISTRATIVE/MISCELLANEOUS: The Department of Veterans Affairs Program Contracting Activity Central (VA-PCAC) is planning to procure the Las Vegas Solar project in accordance with procedures outlined in Advisory Multi-Step Process FAR Part 15.202; Design/Build Selection Process (FAR 36.303). The magnitude of construction is between $10,000,000.00 and $20,000,000.00. The period of performance for this project shall be 500 calendar days after notice to proceed is issued. The North American Industry Classification System (NAICS) code 237130 (size standard $33.5 million) applies to this procurement. 4. SUBMITTAL INFORMATION: All responses must include the following information: a.Company name, cage code, CCR number, Dunn & Bradstreet number, company address, Point-of-Contact name, phone number, fax number, email. b.Provide company business size and status (i.e., Large Business, Small Business, Service-Disabled Veteran Owned Small Business, Small Disadvantaged Business, Women-Owned Small Business, HubZone Small Business, etc.), the number of years in business, affiliate information: parent company, joint venture partners, and potential teaming partners. c.Statement of Interest in the project. d.The type of work your company has performed in the past in support of the same or similar requirement. Please include the following in your response: No more than five (5) projects that your company has performed within the last three (3) years that are of comparable size, complexity, and scope. Describe specific technical skills and key personnel your company possess to perform the requirements described above. e.Provide bonding capacity for a single project and aggregate. 5. It is requested that interested contractors submit a response (electronic submission) of no more than 5 single-sided pages in length, single spaced, 12 point font minimum that addresses the above information. Be sure to include this Source Sought Notice Number in the Subject Line of the email. Submissions (responses) shall be received by no later than April 10, 2014, 1:00 PM EDT. At this time, no solicitation exists. Therefore, DO NOT REQUEST A COPY OF THE SOLICITATION.
