- Evaluation Factors and Instructions to Offerors Statement of Work FY14 FEW Newspaper Concessionaire This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotation (RFQ). Submit only written quotations for RFQ Newspaper Concessionaire this solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-72. This acquisition is 100% set-aside for Total Small Business. The associated NAICS code is 511110 with a size standard of 500 employees. The line item description is as follows: CLIN 0001- Base Newspaper The newspaper concessionaire with F.E Warren Non-Appropriated Funds Instrumentality (NAFI). The publisher is responsible to produce a weekly newspaper to be known as the Warren Sentinel, a civilian enterprise newspaper. The newspaper will be published to provide news and command information to personnel of F.E. Warren AFB for a Period of Performance starting on 26 April 2014 and ending on 25 April 2016. The publication is subject to the requirements of the Department of Defense (DoD) Instruction 5120.4, Air Force Instruction (AFI) 35-101; the regulations and instructions incorporated therein the references and to the conditions and agreements as contained in the attached Statement of Work (SOW). Period of Performance: 26 April 2014 - 25 April 2019 See Attachment 1: Statement of Work See Attachment 2: Evaluation Factors and Instructions to Offerors GENERAL PROVISIONS FAR Clauses Listed by Reference: The provisions of the following clauses set forth in the Federal Acquisition Regulation (FAR) or DoD FAR Supplement are hereby incorporated into this order or contract by reference with the same force and effect as though herein set forth in full. The date of each clause shall be the current date set forth in FAR or DoD FAR Supplement on the issuance date of this order or contract. Clauses made inapplicable by the reference or by the kind of order, contract (e.g., orders or contract for services instead of supplies) or dollar amount are self-deleting. The complete text of any clause incorporated in this order or contract by reference may be obtained from the contracting officer.
