- 1. Identify the agency and contracting agency Agency: USDA Forest Service Baltimore Field Station, Contracting Agency: Northern Research Station St. Paul 2. Nature/Description of action being approved The Government intends to negotiate a sole source contract with Sound Science, in accordance with FAR 8.405-6(a)(1)(i)(B). 3. Description of supplies/services required to meet the agency needs The USFS requires a consultant to support a variety of Baltimore Field Station efforts including: The Urban Waters Federal Partnership; the Baltimore Wood Project; the Second Harbor Project; and, the Baltimore Ecosystem Study. These projects have significant project coordination needs. These obligations include: Serving as convener, facilitator, reporter and coordinator to participating federal agencies, and state, local and NGO partners regarding the Baltimore Urban Waters Partnership; Serving as project coordinator for the Baltimore Wood Project, an effort between the USFS Forest Products Lab, USFS NRS, and state, local and NGO partners; Monitoring grantee progress on various USFS grants including the Green Pattern Book and the Second Harbor Project; Providing staff support to the Baltimore Ecosystem Study; and, Providing other support to the Baltimore Field Station as directed by the Team Leader. 4. Authority and supporting rationale The Consulting Group at SavATree will provide staff uniquely qualified to provide the needed support to the Baltimore Field Station. SavATree staff have participated in the Baltimore Ecosystem Study continuously in its 18 years of existence and have a long history with the people and institutions involved in the various USFS NRS efforts in Baltimore. They have conducted and published research with USFS NRS, served on multiple task forces related to creation of a national urban forest inventory (1999, 2004) and have a history of involvement with both State & Private Forestry and Research that provides unique knowledge of federal-state relationships, financial and technical assistance, and laws and authorities. SavATree collaborated on the tools that led to creation of the Urban Tree Canopy (UTC) goals as a strategy in the Chesapeake Bay Restoration effort, on the subsequent UTC Prioritization tools and approaches, and the currently developing UTC Market Segments tools and methods. SavATree has also been a partner and in a lead coordinating role for the Baltimore Urban Waters partnership since the founding of the partnership in 2012. SavATree is well networked in the Baltimore region and thus is uniquely situated to continue to support the Urban Waters partnership and other Forest Service activities in the Baltimore region.
