- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This combined synopsis/solicitation W911SR-AP4C is issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-72. The Government intends to award a single award, Firm Fixed Price Contract for the Proengin AP4C Detector kits P/N M910 E00 003, Extra Warranty P/N M910 E00 00W & Service Contract P/N M910 E00 00M described below. The solicitation is limited to the Proengin AP4C Detector Kit, Extra Warranty & Service Contract identified below under the authority of FAR 6.302-1. Any offeror proposing other than the brand name items identified below will not be considered for award. Offerors are required to provide a copy of their representation and certifications as required by FAR clause 52.212-3. The NAICS code for this solicitation is 334519 and the size standard is 500 employees. This solicitation is limited to those offerors proposing to supply the Proengin items identified below, with appropriate modifications if necessary. DESCRIPTION OF ITEMS/STATEMENT OF WORK Contract Line Item Numbers (CLINs): CLIN 0001: AP4C Detector Kit P/N M910 E00 003; Quantity: 40 each -Contractor shall deliver forty (40) AP4C Detector Kits. Each kit come with the detector, batteries, hydrogen consumable, and one SP4E liquid sampler all packaged in a pelican case. The detector kit shall come with three years of warranty and service. To meet this requirement the contractor shall provide 2 additional years of warranty coverage (P/N M910 E00 00W) and three years of AP4C service (M910 E00 00M) for each detector delivered. OPTION CLIN 0002: AP4C Detector Kit P/N M910 E00 003; Quantity: 10 each -Contractor shall deliver ten (10) AP4C Detector Kits. Each kit come with the detector, batteries, hydrogen consumable, and one SP4E liquid sampler all packaged in a pelican case. The detector kit shall come with three years of warranty and service. To meet this requirement the contractor shall provide 2 additional years of warranty coverage (P/N M910 E00 00W) and three years of AP4C service (M910 E00 00M) for each detector delivered. Shipping/Packaging: Contractor shall utilize standard commercial packaging. FOB is Destination to: EOD Expeditionary Support Unit Two C/O Group Two N43 2520 Midway Road, Suite 400 Virginia Beach, VA 23459 Inspection/Acceptance: Inspection and Acceptance will be at Destination and is limited to kind, count, and condition. Delivery Schedule: All items shall be delivered 60 days after contract award. Option Quantities shall be delivered 60 days after contract option has been exercised. The Contracting Officer may exercise the options under CLIN 0002 by written notice to the Contractor within 6 months of contract award. The Government will evaluate each offeror's submission for compliance with the solicitation requirements. Specifically, the offeror's proposal shall clearly indicate the part number of the AP4C detector the offeror proposes to provide. In addition, the offerors proposal shall clearly state that each detector comes with the additional two years of warranty coverage and three years of service coverage (for a total of 3 years of warranty and service coverage). Finally, the offeror's proposal shall clearly state they are capable of meeting the delivery scheduled contained in this solicitation. Award will be made to the offeror whose proposal provides the items identified above that is capable of meeting all solicitation requirements and represents the lowest total evaluated price. The total evaluated price will be based on adding the total price for the base requirement (CLIN 0001) to the option requirement (CLIN 0002). The Government anticipates utilizing price analysis in determining the proposed prices fair and reasonable. The Government reserves the right to request other than cost and pricing data and conduct cost analysis should it be needed to determine the proposed price fair and reasonable.
