- Requirements Synopsis The United States Coast Guard (USCG) Telecommunication and Information Systems Command (TISCOM) organization is conducting this Request for Information (RFI) to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements to provide a range of IT support services to selected USCG organizations under a single contractual agreement managed and executed by the TISCOM. In accordance with Federal Acquisition Regulation (FAR) 52.215-3 "Request for Information or Solicitation for Planning Purposes" RFI is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the USCG. The information obtained as a result of this RFI is intended to be utilized in the development of a future acquisition that may or may not require the products and services as described herein. This RFI is provided to the market place as an invitation for an expression of interest and demonstration of qualifications to perform and deliver the anticipated requirements. Responding to this RFI is strictly voluntary. Respondents are neither obligated to participate in future solicitations nor are they guaranteed any contract awards. The Government will not reimburse participants for any expense associated with their participation in this RFI. Again, this RFI does not constitute or guarantees a request for a formal proposal. Attached is a brief synopsis of the requirements being considered, which allows you to provide your company's capability. If your organization desires to respond to this RFI then your organization should provide documentation that supports your organization's capability in meeting the attached synopsis of requirements. The Estimated period of performance for the attached synopsis of requirements is five (5) years for fiscal years. Note, all questions or concerns regarding any aspects of this RFI shall be submitted via email to TIS-SMB-TEITIS-II@uscg.mil no later than April 09, 2014 at 2 p.m. (Eastern Standard Time) so that they can be addressed or clarified prior to the RFI submission. Telephone inquiries will not be accepted. Responses to this RFI shall be submitted via email to TIS-SMB-TEITIS-II@uscg.mil no later than April 18, 2014 @ 2:00 p.m. (Eastern Standard Time). Late responses may not be reviewed. Telephone inquiries will not be accepted. Responses to this RFI shall be limited to a maximum total of 20 pages. All pages shall be typed in a font size of 12 point font size. The maximum total page of 20 Pages and the 12 point font size excludes literature and related documents that you provide. Note that any responses and supporting documents submitted in regards to this RFI will not be returned. At a minimum, please include the following information in your response: 1. Company Name 2. Company's Contact Person and Phone Number/Email Address 3. Company's CAGE Code 4. Company's DUNS Number 5. Company's Business Size/Number of Employees based on the NAICS Code above 6. Based on the NAICS Code above, state your Company's Small Business Set Aside Classification(s) (If Applicable): • Large Business (Yes / No) • Small Business (Yes / No) • Small Disadvantaged (Yes / No) • Woman-Owned Small Business (Yes / No) • HUB-Zone Certified (Yes / No) • 8(a) Certified (Yes / No) • Service Related Disabled Veteran-Owned Small Business (Yes / No) • Veteran-Owned Small Business (Yes / No) 7. Describe your company's most current past three awarded contracts that are similar in scope to the synopsis of requirements given within this RFI. At the minimum, include the agency/organization supported, contract number, contract's point of contact (Contracting Officer or Program Manager), period of performance, the total dollar value of the contract and a brief description of the work performed under the contract. 8. Based on the synopsis of the requirements given, if your company has insufficient experience/capabilities under a particular requirement, please provide an explanation in regards to how your company would overcome any insufficient experience/capabilities in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc). 9. Based on the synopsis of requirements given, what is the extent, nature and percentage of the requirement you would anticipate your company would subcontract?
