Solicitation Number: W81XWH-14-T-0127 Closing Response Date: Notice of Intent - 17 April 2014, Solicitation - 23 April 2014. Contact Point: Abraham Pottenger at abraham.pottenger.civ@mail.mil or 301-619-2294 Contract Award Ceiling Dollar Amount: $650,000.00 over 5 years Contract Award Date: on or about 28 April 2014 Contractor: InDevR Inc., 2100 Central Ave STE 106, Boulder, CO, 80301-2887 Description: The Government intends to award a sole source IDIQ contract to InDevR Inc,. to provide reagents, slides, arrays, chips, readers, kits, chambers, and any other like or compatible items. This requirement is for commercially available supplies to include microarray chips, microarray plates, custom oligos, wash buffers, exonuclease enzymes, biotin labeled dNTPs, and colorimetric detection reagents in support of microarray assay development studies. These items are used for multiplex microarray detection. In addition, the material requires InDevR proprietary reagents. No substitution of materials is allowed due to adverse research impacts that would be incurred by not following established laboratory protocols. To maintain continuity of current on-going approved research protocols and validity of scientific research, supplies must be procured from InDevR Inc. In addition, the instruments used to process the InDevR microarrays from, target hybridization to data generation, are already present in the laboratory. InDevR is the only US company that sells and distributes chips and reagents with this technology, which is proprietary and trademarked by InDevR. The requiring agency has historical data from a large number of studies using various models. All previous data was obtained using InDevR products. If another vendor were used, researchers would have to repeat previous studies for appropriate comparisons with on-going studies. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. This announcement constitutes the only notice by the government; a written solicitation may not be issued. All sources that believe they are eligible to provide these items must respond in writing. Responses must be supported with clear and convincing evidence to clearly articulate the ability to provide the items outlined above. A request for documentation will not be considered an affirmative response. This Special Notice of Intent is not a request for competitive quotes. Information received will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects fifteen (15) days after the publication of this notice, the purchase will be awarded without further remark.
