Description
The US Department of Veterans Affairs, Network Contracting Office (NCO 5) on the behalf of the VA Medical Center in Washington, DC is conducting a market research through this RFI/Sources Sought Notice to seek suggested sources for Veterinary Services. Functions to be performed: The Contractor Veterinarian shall provide Laboratory Animal Veterinary services for all research and training protocols that use animal models in the Washington, DC VA Medical Center (DC VAMC) Animal Research Facility (ARF). The Veterinarian shall be responsible at the ARF for all procedures and policies involving live animals. The duties will include but not be limited to: responsibility for the laboratory animal preventive health program, medical and surgical care of research, and coordination of animal evacuation procedures during implementation of the facility's disaster plan. Performance will be in accordance with principles and procedures that govern research, testing, and teaching activities involving laboratory animals in the Department of Veterans Affairs (VA), as delineated in VHA Handbook 1200.7, Use of Animals in Research. Description of the studies in question: This Medical Center Animal Research program has 18 active protocols from 11 Investigators. These involve rodents and rabbits. All these experimental animals are humanely treated and maintained on their respective special diets and/or paradigm for the duration of the experiment (this varies from 1-6 months depending on the protocol) at the end of which they undergo testing for various parameters and finally euthanized as described in detail in each of the protocols. Throughout this experimental period, the animals are constantly under surveillance for their health and well-being by the Contract Veterinarian. Specific Tasks and Procedures: 1.Perform professional veterinary work that involves the investigation, examination, treatment, and control of animals. 2.Physically exam and/or inspect animals to determine their condition and/or welfare. Diagnose animal health problems and prescribe medication. 3.Recommend laboratory testing, interpret findings, and report to ARF Director. Vaccinate animals against disease based on veterinary health assessments. 4.Perform surgery on animals in emergency cases. Annotate appropriate medical diagnosis within medical records. 5.Direct qualified lab staff to perform specialized duties (i.e. run laboratory tests, feed requirements, treatment schedules, etc.); provide oversight for euthanasia procedures. 6. Provide professional guidance and technical support to the health care facility's investigators in planning, executing, and directing R&D activities using animals. This includes the establishment and execution of disease surveillance programs in the ARF. 7. Serve as a member of the local Institutional Animal Care and Use Committee (IACUC). IACUC meets once a month on the 2nd Wednesday of each month wherein, the Contract Veterinarian's critical review of individual protocol, the validity of the number, species and gender animals, proper treatment and disposition of the experimental animals are absolutely essential.. 8. Perform mandatory veterinary consultations with investigators prior to the submission of their animal protocol forms to the IACUC. 9. Participate in mandated semi-annual IACUC inspections of animal facilities and the animal care and research use program. 10. Guide the facility in preparations for Association for Assessment and Accreditation of Laboratory Animals (AAALAC), international accreditation site visits, and compliance visits by regulatory agencies. 11. Draft or review regulatory documents required for compliance with applicable regulations, guidelines, and policies. This includes AAALAC Program Descriptions, Public Health Service (PHS) Aassurance documents, U.S. Department of Agriculture (USDA) Annual Reports (to be signed by the Institutional Officer), and annual VA Veterinary Medical Unit (VMU) reports. 12. Serve as a source of guidance on animal research regulations, guidelines, and prevailing standards. 13. Serve as a member of the Biosafety Committee as a liaison to the IACUC, if requested by the Chair of IACUC. A determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government.
